SCHEDULE 2026
JURISDICTION
The St. Joseph County/South Bend Building Department jurisdiction includes the City of South
Bend, the unincorporated areas of St. Joseph County (including Wyatt, Granger, Terre Coupe, and
Crumstown).
As a general rule, if the address has 5 digits, it falls within the unincorporated area of St. Joseph
County. If the address is 3-4 digits and has a South Bend mailing, it falls within the City of South
Bend.
The following cities have turned their inspection requirements over to our Department; however,
the town must approve all work and issue an Improvement Location Permit prior to our
Department issuing any permits. These towns regulate and enforce their own zoning requirements.
Our Department only has jurisdiction over building, electrical, plumbing, and HVAC codes in their
territories.

Addresses with 3-4 digits with any of those towns’ mailing will fall within those town limits.
The following cities and towns have their own Departments and you will need to contact their
offices to obtain any zoning or building information.

PERMIT FEES - GENERAL
PERMIT FEES APPLY TO ALL NEW CONSTRUCTION AND ALL
ALTERATIONS, REPAIRS, AND REMODELING.
NO PERSON, COMPANY, OR CORPORATION SHALL PERFORM OR CAUSE
TO BE PERFORMED ANY WORK ON OR IN THE UNINCORPORATED
AREAS OF ST. JOSEPH COUNTY, CITY OF SOUTH BEND, TOWNS OF
LAKEVILLE, NORTH LIBERTY, OSCEOLA, AND ROSELAND, AND INDIAN
VILLAGE WITHOUT OBTAINING IN ADVANCE A PERMIT FROM THE
BUILDING DEPARTMENT.
WHERE A PERSON SHALL UNLAWFULLY PROCEED TO DO ANY WORK
OR · CONSTRUCTION WITHOUT A REQUIRED PERMIT, THE PERMIT FEES
SHALL BE TRIPLED AS A PENALTY. THE PAYMENT OF SUCH PENALTY
SHALL NOT RELEASE THE PERSON IN DEFAULT FROM ANY OTHER
PENALTIES HEREAFTER PROVIDED.
BUILDING PERMIT FEES:
New Construction and Additions:
The fee for permits issued for residential and commercial new construction
and building additions shall be based upon the following:
a. Cost per Square Foot (CSF) times the Total Square Footage (TSF)
times the Local Variable Factor (LVF) of $.00098.
b. Cost per Square Foot (CSF) shall be determined by the International
Code Council Building Valuation Table in effect in January of each
year.
c. The cost per square foot (CSF) by occupancy classifications shall be
amended as follows:
1. Groups F-1, F-2, H-1, H-2, H-3, H-4, and M shall have the same
rate As A-3.
2. Groups I-4, R-2, and R-4 shall have the same rate as I-1.
3. Groups S-1, S-2, and U shall have the same rate as R-3.

HEATING AND AIR CONDITIONING PERMITS
For heating and air conditioning permits issued and obtained prior to commencement of that
work for which such permit is required, the following fees shall be levied for the installation,
with a minimum permit fee being $60.00. When the total capacity of any system in any
single installation is provided by more than one (l) unit, the sum of the capacities of each unit
and the total number of such units shall determine the fee.

M INIMUM REQUIRED INSPECTIONS
For onsite construction, from time to time the Building Official, upon notification from the permit
holder or his agent shall make or cause any necessary inspections to be made and shall either approve
that
portion of the construction as completed or shall notify the permit holder or his agent wherein
the same fails to comply with the Code.
A.
FOUNDATION AND FRAMING:
1.
Foundation Inspections:
Will be made after footing areas are excavated and formed; and any requiring reinforcing steel
is in place and prior to the placing of concrete. The permit holder or his agent shall notify
the Building Officials by phone or in person not less than 24 hours prior to placing of
concrete. In the event the inspection has not been made and said 24 hours has elapsed, the
placement of concrete may proceed.
2.
Frame and Masonry Inspections:
Will be made after the roof, masonry, all framing, fire stopping, and bracing are in place.
B.
PLUMBING, MECHANICAL, AND ELECTRICAL:
1.
Rough Inspections: Must be made prior to covering or concealment
and before fixtures are set.
C.
OTHER INSPECTIONS:
In addition to the called inspections above, the Building Department may make or require any
other inspections to ascertain compliance with the Code and other laws enforced by the Building
Department. ·

FINAL INSPECTIONS:

Final Inspections:
Final inspections are tobe made after the building is completed and before building iso ccupied.
Work shall not be done on any part of the building or structure beyond the point indicated
in each successive inspection without first obtaining the written approval of the Building Official. Such
written approval shall be given only after an inspection shall have been made of each successive step
in the
construction as indicated by each of the inspections required above.

The inspectors are in the office Monday thru Friday between 7:30 a.m. and 9:00 a.m. and
between 3:30 p.m. and 4:00 p.m. Inspections requested between 7:30 am. and 9:00 a.m. generally can be
made the same day. All inspections requested AFTER 9:00a.m. will not be made until the next
working day.

If the new dwelling is being located in the Northeast Neighborhood Development Overlay
District, i t must go through plan review and will have an additional charge.
NOTE:
All contractors, including sub-contractors, must be registered or licensed with our
Department in order to perform work in St. Joseph County and the City of South
Bend; with the exception that an owner-occupant of the residential dwelling may
perform their own work.
