1. Introduction
NEET-SS is an eligibility-cum-ranking examination prescribed as the single entrance
examination for admission to various DM/MCh and DrNB Super Specialty courses as
per as per Section 61(2) of the National Medical Commission Act, 2019.
No other entrance examination, either at the state or the Institution level, shall be valid
for entry to DM/MCh/DrNB Super Specialty courses as per the Indian Medical Council
(Amendment) Act, 2016 w.e.f. 2017 admission session. Qualifying NEET-SS is
mandatory for entry to DM / MCh / DrNB Courses under various Universities /
Institutions in the country.
Scope of NEET-SS
NEET-SS 2025 shall be the single eligibility cum entrance examination for admission
to Super Specialty Courses for the academic session 2025-26 which will include the
following:
All DM/MCh Courses in the country including all Private Medical
Colleges/Institutions/Universities / Deemed Universities.
All DM/MCh courses at Armed Forces Medical Services Institutions
All DrNB Super-specialty Courses (except Direct 6 Years DrNB Courses)
The following Medical institutions are not covered for admission to DM/MCh courses
through NEET-SS for 2025-26 admission session:
1. AIIMS, New Delhi and other AIIMS running super specialty programme
2. PGIMER, Chandigarh
3. JIPMER, Puducherry
4. NIMHANS, Bengaluru
5. Sree Chitra Tirunal Institute for Medical Sciences and Technology,
Thiruvananthapuram
No state government / private medical college / Universities including the UT of
Jammu & Kashmir shall be conducting any separate entrance for admission to their
DM / MCh Courses for the academic session 2025-26.
About National Board of Examinations in Medical Sciences
The Government of India established the National Board of Examinations in Medical
Sciences (NBEMS) in 1975 with the objective of improving the quality of the Medical
Education by establishing high and uniform standards of postgraduate examinations
in modern medicine on an All India Basis and utilizing existing healthcare
infrastructure for capacity building.

The prime objectives of NBEMS is to elevate the standards of post graduate medical
education in modern medicine and conducting examinations of high standard on an
all India basis.
NBEMS provides a common national standard for evaluation of minimum level of
attainment of the knowledge and competencies of post graduate and post-doctoral
training.

2. Information for Candidates
2.1. NEET-SS 2025 is a qualifying-cum-ranking examination for admission to
DM/MCh and DrNB Super Specialty courses of 2025-26 admission session.
2.2. Admissions to DrNB Super Specialty courses of the NBEMS are also
undertaken through the merit generated from NEET-SS, through a common
counseling conducted by MCC of DGHS, MoHFW, Govt of India.
2.3. NEET-SS 2025 will be conducted by NBEMS. Candidates may note that the
role of NBEMS is limited to the conduct of NEET-SS, declaration of the result
and handing over the result to the designated counseling authority. NBEMS
has no role in conduct of counseling and allotment of Super Specialty
seats. Verification of documents and eligibility determination of the
candidates shall be undertaken at the time of counseling/admission
process.
2.4. Candidate may kindly note that appearance in NEET-SS 2025 does not confer
any automatic rights to secure a Super Specialty seat. The selection and
admission to Super Specialty seats in any medical Institution recognized for
running Super Specialty courses as per NMC Act, 2019 is subject to fulfilling
the admission criteria, eligibility, medical fitness and such criteria as may be
prescribed by the respective universities, medical institutions, Medical Council
of India, State / Central Government.
2.5. Candidates are advised to read the Information Bulletin carefully and go
through the instructions regarding submission of online application form given
in the information bulletin as well as on NEET-SS index page on NBEMS
website https://natboard.edu.in before starting online submission process
for NEET-SS 2025.
2.6. As per the Gazette No. CG-DL-E-10092025-266044 dt. 09.09.2025,
NBEMS is allowed to perform authentication and is permitted the use of
Aadhaar number during authentication for establishing identity of
Aadhaar number holder. The said gazette is attached at Annexure-D.
NBEMS reserves its right to capture the Aadhaar of the Candidates in
accordance with the applicable rules as per Aadhaar Act, 2016.
2.7. Candidates are deemed to have read, agreed and accepted the
Information Bulletin, the eligibility criteria, scheme of examination and
all other terms and conditions in the information bulletin for
NEET-SS 2025 on completing the online submission of application form.

2.8. Candidate should ensure that all the information entered during the online
submission of application form is correct and factual. Information provided by
the candidates in the online application form shall be treated as correct and
the option of editing certain information entered in the application form shall
be available to the candidates during the edit window. NBEMS will not
entertain, under any circumstances, any request for change in the
information provided by the candidates after closure of the edit window.

regarding Edit Window.
2.9. NBEMS itself does not edit /modify/alter any information entered by the
candidates at the time of online submission of application form under
any circumstances. There is no provision of accessing the application form
to make any changes in the information provided in the application form after
closure of edit window. Such requests to make any changes shall not be
entertained. Candidates, however, shall be able to rectify the deficiencies in
their application (if so communicated by NBEMS) regarding images uploaded,
by the prescribed cut-off dates.
2.10. A candidate can submit NEET-SS 2025 application form only once. If a
candidate is found to have submitted more than one application form for
NEET-SS 2025, NBEMS may issue admit card to the application bearing
higher order Application number (application ID) and cancel other
application(s) forfeiting the fee for them. In an event any unfair practice is
detected by NBEMS at any stage of examination/admission process, NBEMS
may cancel the candidature of such candidates and debar them from
appearing in any examinations conducted by NBEMS as per provisions of the
Unfair Means Guidelines.
2.11. Application for NEET-SS 2025 can only be submitted online through NBEMS
website https://natboard.edu.in
There is no other methodology for application submission. Application
submitted through any other mode shall be summarily rejected.
2.12. Applications of candidates producing false or fabricated information shall not
be considered and candidates may be further debarred from appearing in any
future examinations conducted by NBEMS / MoHFW / other Institutions.
2.13. Candidates who fail to submit duly completed applications with requisite
documents and/or fail to rectify the deficiencies in the application by the last
date prescribed for rectification shall be declared ineligible. Admit Card shall
not be issued to candidates who are declared ineligible. In such cases,
the entire fees will be forfeited.

2.14. Applications of applicant candidates producing false or fabricated records will
not be considered and such applicants will be further debarred from appearing
in the future examinations of NBEMS. Action as deemed appropriate by
NBEMS will be taken if false or fabricated records / information is submitted
or any unfair means are used.
2.15. Candidates are advised to ensure that no mandatory column in the online
application form is left blank. In the event of rejection of the application form,
no correspondence/request for re-consideration will be entertained.
2.16. Please refer Chapter on Instructions to Fill NEET-SS Application Form.
Candidates are advised to review their applications submitted and rectify the
deficiencies, if found any, within the window as detailed below. Candidates
may note that deficiency in the application form pertaining to images uploaded
may be communicated to them by NBEMS, however, it shall be the sole
responsibility of the applicant to ensure that the application submitted
is complete in all aspects as per the information bulletin. If any deficiency
in the application which was not communicated by NBEMS to the applicant
before conduct of the examination, is noted at any later stage, this would not
create any equity in favour of the candidate and confer any rights on to the
candidates for grant of eligibility for the examination.
2.16.1. Edit Window: Candidates who have successfully submitted their
payment for the application during Application Submission window
shall only be allowed to edit their applications during 28.11.2025 to
30.11.2025. No new application can be registered or payment can
be made during edit window. Any information/document can be
changed/corrected during the edit window except for Name,
Nationality, Mobile Number, Email ID and Test City. Information can
be edited any number of times before submitting the application
during the edit window. The last submitted information will be saved
in records.
2.16.2. Selective Edit Window: Deficiency related to images uploaded
(photograph, Signature, Thumb Impression) shall be intimated to the
concerned candidates and same can be corrected during the
final/selective edit window i.e. 12.12.2025 to 14.12.2025. No further
opportunity shall be given to make corrections. Candidates are
advised to submit the images in their application as per
prescribed image upload guidelines. Failure to submit images
as per guidelines and/or failure to rectify the images shall invite
rejection of the application.
2.17. Candidates should ensure before applying for the examination that they possess
or likely to possess by 31.01.2026 the Degree/Provisional Pass Certificate of
MD/MS/DNB Broad Specialty qualification in the eligible specialty duly
recognized as per provisions of the NMC Act, 2019 or an equivalent recognized

qualification. If it is found at any stage that the eligible feeder PG Medical
qualification of the applicant is not a recognized qualification, the
candidature/result shall be cancelled/deemed to be cancelled.
2.18. Candidates should go through this bulletin carefully for eligibility criteria before
applying. Queries pertaining to eligibility and other issues will only be entertained
if the information requested is not given in the bulletin of information on NBEMS
website. No Queries of the Guardians/Parents/Spouse will be entertained on
telephone with regard to the eligibility and disclosure of the results.
2.19. Submission of incomplete online application form not in accordance with
prescribed instructions shall invite rejection of applications. In such cases, the
examination fee shall not be refunded.
2.20. Candidate found ineligible at any stage of NEET-SS 2025 Examination, will not
be permitted to appear in the examination. In an unlikely event of any ineligible
candidate appearing and/or passing the NEET-SS 2025 examination, the
results/candidature of such candidate shall be cancelled and/or is deemed to be
cancelled, even if result has been declared or Pass Certificate has been issued.
2.21. NBEMS reserves the right to withdraw permission, if any, granted inadvertently
to any candidate who is not eligible to appear in the NEET-SS Examination even
though the admit card / roll number has been issued or name/roll number is
displayed on NBEMS website.
2.22. Candidates’ eligibility is purely provisional & is subjected to the fulfilment of
eligibility criteria as prescribed in this Information Bulletin.
2.23. Instructions in the information-bulletin are liable to change based on decisions
taken by the NBEMS /MoHFW/NMC from time to time. There is no equity or any
rights that are /or deemed to be arising in favour of candidate. Applicants are
required to refer to the corrigendum that may be issued to incorporate these
changes. Refer NBEMS website https://natboard.edu.in for latest updates or
corrigendum.
2.24. NBEMS reserves its absolute right to alter, amend, modify or apply any or some
of the instructions/ guidelines contained in this information bulletin. The existing
schedule, pattern, policy and guidelines are for ready reference only but in no
way, they are or are ought to be treated as representative or acknowledgment of
fact that NBEMS is bound to follow the same in future.
2.25. In case of any ambiguity in interpretation of any of the instructions/ terms/
rules/criteria regarding the determination of eligibility/conduct of examinations/
registration of candidates/ information contained herein, the interpretation of the

National Board of Examinations in Medical Sciences shall be final and binding in
nature.
2.26. Request shall not be entertained for change in date/center of examination
under any circumstances. Candidates are advised not to canvass for such
representation.
2.27. Admit Cards for NEET-SS 2025 Examination shall be available to be download
at NBEMS website https://natboard.edu.in on 22.12.2025. Candidates found
ineligible shall not be issued admit cards.
2.28. Result of NEET-SS 2025 shall be displayed on NBEMS website
https://natboard.edu.in
2.29. NEET-SS 2025 shall be conducted by NBEMS at various exam centres engaged
for the purpose. Candidates are advised to familiarize themselves with the route
and location of the exam centre. Please refer Chapter on the Test Day
Procedures. The examination test centre staff on duty is authorized to verify the
identity of candidates and may take steps to verify and record the identity of
candidates. Candidates are required to extend requisite cooperation.
2.30. Possession/Use of mobile phones/Electronic devices is strictly prohibited in the
premises of NBEMS test Centres. Candidates shall be liable for penal action for
Possession/ Use of Mobile phones/ Electronic devices. Please go through
guidelines detailed in Chapter on use of unfair means in the examination.
2.31. Demo Test: A demo test shall be available for the benefit of candidates to
familiarize themselves with the Computer Based Test format at website
https://natboard.edu.in
Applicant candidates will be able to access the Demo test from 12.12.2025
onwards.
2.32. The applicant candidates should communicate with NBEMS regarding matters
related to NEET-SS 2025 as per prescribed Protocols only, detailed under
Chapter on Communication Protocols.
2.33. Candidates are encouraged to communicate through Communication Web Portal
of NBEMS. All the correspondence through post should be addressed to the
Executive Director, National Board of Examinations in Medical Sciences, Medical
Enclave, Mahatma Gandhi Marg, Ansari Nagar, New Delhi-110029.
2.34. The jurisdiction for court cases/disputes shall be at New Delhi only.

3. Eligibility Criteria
The applicant must meet/fulfil the following criteria:
3.1. Candidates who are in possession of recognized post graduate medical
Degree/Provisional Pass Certificate (MD/MS/DNB) or an equivalent recognized
qualification or likely to be in possession of the same by 31.01.2026 in
accordance with eligible feeder specialty qualifications for super specialty
courses as mentioned in Annexure-A of this Information Bulletin can apply for
NEET-SS 2025.
3.2. Candidates found to be ineligible at any stage of NEET-SS 2025 will not be
permitted to appear in the examination. In an unlikely event of any ineligible
candidate appearing and/or being successful in NEET-SS 2025, the result /
candidature of such candidate shall be cancelled and/or is deemed to be
cancelled as and when the ineligibility is detected.
3.3. The cutoff date for qualifying MD/MS/DNB Broad Specialty/ eligible feeder
qualification towards determination of eligibility for appearing in NEET-SS 2025
shall be 31.01.2026.
3.4. Requests for appearing in NEET-SS 2025 from candidates who are qualifying
and/or getting the results of their MD/MS/DNB qualifications/eligible feeder
qualifications after 31.01.2026 shall be summarily rejected.
3.5. Registration with NMC/State Medical Council is mandatory and its documentary
proof should be furnished at the test Centre on the examination day
3.6. Foreign Nationals: Foreign Nationals including Overseas Citizen of India (OCI)
cardholders can appear in NEET-SS 2025 without registration with the National
Medical Commission (NMC). The NMC may, on payment of the prescribed fee
for registration, grant temporary registration for the duration of the Post Doctoral
course limited to the medical college / institution to which he/she is admitted for
the time being exclusively for pursuing postdoctoral studies. Provided further that
temporary registration to such foreign national shall be subject to the condition
that such person is duly registered with appropriate registering authority in his/her
own country where from he has obtained his PG Medical qualification, and is duly
recognized by the corresponding Medical Council or concerned authority.
Note: In compliance of the Hon'ble Supreme court order dated 03.02.2023 in W.P. No.
891 of 2021, OCI will be entitled to the rights and privileges which had been conferred
on them earlier to the notification dt 04/03/2021.
3.7. Candidates already pursuing or have joined a Doctoral Course (DM / MCh /
DrNB) through NEET-SS are not eligible for admission to DrNB Super Specialty
 / NEET-SS 2025  / Page 63
courses through NEET-SS 2025 for the entire duration prescribed for the course
already joined by them earlier. This shall be irrespective of their resignation or
discontinuation from the said course due to any reason.
3.8. As per the MoHFW letter No. C.18018/11/2021-MEP dated 30.04.2021, the
FCPS qualifications awarded by the College of Physicians and Surgeons,
Mumbai are not equivalent to either MD or MS courses. Accordingly,
candidates possessing FCPS qualifications awarded by the College of
Physicians and Surgeons, Mumbai are not eligible to apply for NEET-SS,
solely on the basis of their FCPS qualifications.
3.9. Eligibility of candidates issued admit card for the examination shall be purely
provisional. Appearing in NEET-SS 2025 does not confer any automatic rights
upon the candidate for admission to DM / MCh / DrNB Super Specialty courses.

4. Scheme of NEET-SS 2025
4.1. NEET-SS 2025 shall be conducted as a computer based examination. The
different groups shall be examined in the morning or afternoon shifts on
26.12.2025 and 27.12.2025 as per details given below.
4.2. The list of Super specialty courses for which NEET-SS 2025 shall be conducted
can be seen at Annexure-B along with prior entry qualifications i.e. feeder
broad/super specialty qualifications eligible for a particular super specialty
course.
4.3. The question paper for NEET-SS 2025 will be divided into three-time bound
sections, namely Section A, B & C. Each section will have 50 questions and 50
minutes of time allotted for the section. Candidates would be restricted to proceed
to the next section till completion of the allotted time of the previous section and
candidates would not be allowed to review the questions/ modify the responses
of a section after the completion of the allotted time of that section. Questions of
the next section will start automatically after the completion of the allotted time of
the previous section.
4.4. The NEET-SS 2025 shall be conducted as per following scheme:
4.4.1. Group based exam: The examination will be group-based
examination.
4.4.2. Candidates from all eligible feeder specialty subjects shall be
required to appear in the question paper of respective group, if they
are willing to opt for a Super Specialty seat in any of the super
specialty courses covered in that group. A candidate can opt for
appearing in the question papers of as many groups for which his/her
PG specialty qualification is an eligible feeder qualification.
4.4.3. All DM/MCh/DrNB Courses offered for admission through NEET-SS
2025 are grouped into 15 different groups, as detailed under, for the
purpose of administering the question paper. There shall be a
common question paper for admission to all the Super Specialty
courses covered in a particular group. Accordingly, there shall be 15
different question papers
4.4.4. Primary Feeder Specialties: 13 out of 15 groups shall have a
primary feeder broad specialty subject as listed below (Table 1). The
question papers of these groups will consist of questions from the
General/Basic component of the respective primary feeder broad
specialty subject and from all sub-specialty/ systems/component of
that primary feeder broad specialty subject. All the questions would

be from the Curriculum of the Post Graduate Exit level of the primary
feeder broad specialty subject.
4.4.5. Critical Care Medicine Group and Medical Oncology Group: In
line with NBEMS notice dated 11.10.2024 and pursuant to the
directives of National Medical Commission (NMC), for remaining 2
groups i.e. Critical Care Medicine Group and Medical Oncology
Group, the questions in the papers shall be from the topics of
respective super specialty subjects (Table 2):
For admissions to DM / DrNB Medical Oncology, there shall be
a separate Question Paper Group (Medical Oncology Group).
The questions in the paper of this group shall be exclusively from
the topics of Medical Oncology.
For admissions to DM / DrNB Critical Care Medicine, there shall
be a separate Question Paper Group (Critical Care Medicine
Group). The questions in the paper of this group shall be
exclusively from the topics of Critical Care Medicine.
4.4.6. Question Paper: Total number of questions in a question paper shall
be 150 to be attempted in 2 ½ hours duration (150 minutes).
4.4.7. Multiple Eligible Broad Specialty Feeder: Wherever more than one
broad specialties are eligible feeder for admission to a super specialty
subject, candidates of all such eligible feeder specialties shall be
required to appear in the question paper of respective group. For eg.
a) The eligible feeder broad specialties for DM/DrNB
Endocrinology are General Medicine and Paediatrics. Since
admissions to DM/DrNB Endocrinology is covered in Medical
group, therefore, Paediatrics candidates shall also have to
appear in the question paper of Medical Group along with the
candidates of General Medicine.
b) Similarly, General Surgery and ENT both are feeder specialties
for MCh Head & Neck Surgery which is covered in ENT group.
Therefore, both General Surgery & ENT candidates will have
to appear in the Question Paper for ENT Group to apply for
admission to MCh Head & Neck Surgery.
c) General Medicine, Paediatrics, Respiratory Medicine,
Anaesthesia and Emergency Medicine are all eligible feeder
specialties for DM/DrNB Critical Care Medicine which is
covered in Medical Group. Therefore, candidates of all these
subjects will have to appear in the Question Paper for Critical

Care Medicine Group to apply for admission to Critical Care
Medicine.
d) By appearing in the question paper of a group and on qualifying
the examination, a candidate shall be eligible to exercise
his/her choices in the counseling only for those Super Specialty
subjects covered in said group for which his/ her broad
specialty is an eligible feeder. For e.g. Emergency Medicine
candidates shall be able to exercise their choice only for
DM/DrNB Medical Genetics seats in the counseling by
appearing in the question paper of Medical group.
4.4.8. Marking Scheme: There shall be 25% negative marking for incorrect
answers. No marks will be deducted for unattempted questions.

5. Examination Fee
5.1. Examination Fee:

5.2. Candidate shall be required to pay the examination fee as mentioned above for
each group in which he/she chooses to appear. For e.g. A candidate with MD
Paediatrics qualification who chooses to appear in question papers for both
Medical and Paediatric Groups shall be required to pay Rs. 3500 + 3500 = 7000/-
towards examination fee.
5.3. Applications forms once submitted cannot be withdrawn. Fee shall neither
be carried forward to a future date nor refunded under any circumstances.
Application once submitted cannot be withdrawn. Any claim for refund,
adjustment or carrying forward of Application fee will not be entertained.
5.4. How to pay: The prescribed exam fee should be remitted through payment
gateway provided using a Credit Card or a Debit Card issued by banks in India
or other modes as may be made available and have been provided on the web
page. Fee cannot be deposited through any mode other than the payment
gateway available while submitting online application form submission.
5.5. Examination fees in respect of candidates who are absent or have been declared
ineligible due to any reason will be forfeited. Candidates are advised to read the
information bulletin for NEET-SS 2025 carefully and pay examination fee only if
they fulfil eligibility criteria prescribed in the bulletin

6. Admit Card and Test Day Procedures
6.1. Admit Card: Admit cards shall be made live on National Board of Examination
in Medical Sciences website https://natboard.edu.in on 22.12.2025. Admit
cards will not be issued to candidates found ineligible.
6.2. Candidates will be informed through SMS/Email alerts and website notice
regarding availability of the admit card on National Board of Examinations in
Medical Sciences website. Admit card will not be sent to the candidates by
Post/Email.
6.3. Candidates are required to download their admit card from the NBEMS website
and bring the coloured printout of the same at exam centre.
6.4. TEST DAY PROCEDURES: NBEMS shall be conducting Computer Based Test
(CBT) in safe and secure environment maintaining social distancing norms
wherever needed. NBEMS reserves its rights to review the test day processes of
conduct of CBT.
6.5. Entry of Candidates as per Timelines given in the Admit Cards: Candidates
are required to report at the ‘Reporting Counter’ of test venue as per time
indicated in their admit cards. The exact entry point to the test centre (Reporting
Counter) and the main gate of venue might be at a distance. To avoid unforeseen
delay in reaching to the test centre entry point (Reporting Counter), candidates
are advised to reach well in time and familiarise themselves with the exact point
of the entry to test centre in the premises of the venue well in advance. The
reporting counter will close 30 minutes prior to the test start time. Any delay in
arrival to the test centre entry point (Reporting Counter) shall lead to denial of
entry even if the candidate might have arrived to the premises of venue.
6.6. Candidates reporting late or beyond the prescribed time shall not be allowed to
appear in the exam under any circumstances. NBEMS shall not be responsible
for any delayed arrival of the candidate in reaching the centre due to any reason.
6.7. Test Centre Location: Exact address and location of the test centres shall be
indicated in the admit card. Candidates are advised to familiarise themselves with
the test centre and reporting counter locations at least one day prior to the
examination day and ensure that they report for the exam as per scheduled time
only. Google map location shall be indicated in the admit card for quick reference
only. It shall be the responsibility of the candidate to confirm the exact location of
the test centre well in advance to avoid any delay in arrival.
6.8. Please note that only the candidates who have been issued admit card will be
allowed entry inside the examination centre premises subject to fulfilment of
documentary requirements.

6.9. Friends or relatives accompanying the candidates will not be allowed entry in the
examination centre premises under any circumstances and will not be allowed to
contact the candidate while the examination process is ongoing.
6.10. Barcode/QR Code Reader at Entry Points: The candidate will flash the admit
card and ID proof for verification to the exam functionary standing across the
table with barcode/QR code reader. Candidate shall be informed about the
assigned lab number. Alternatively, the list of Roll numbers and assigned labs
shall be displayed outside the test venue.
6.11. Identity checks will be made upon arrival at the test centre to ensure that there
are no unauthorized candidates appearing for the exam.
6.12. Candidates MUST bring to the test centre the following documents:
6.12.1. Printed copy of Barcoded/QR Coded Admit card.
6.12.2. Photocopy of Permanent SMC/MCI/NMC registration, to be retained
by the test centre &
6.12.3. Any one of the below mentioned Govt issued photo IDs** (must be
original and valid/non-expired):

6.13. In case, any candidate reports to the test center with e-Aadhaar Card with
Aadhaar number printed on it as proof of identity, the eAadhaar Card should be
a good quality colour print out with clearly visible photograph. The photograph
should not have kinks, scratches and stains, and should definitely match with the
candidate presenting the e-Aadhaar Card. Decision of NBEMS in this regard shall
be final”.
**The name on the photo identification must match with the name as shown on the
Admit Card. If name has changed due to marriage etc, candidate must show the relevant
document to substantiate claim for change in name (Marriage Certificate/Divorcee Decree/
Legal Name Change Document/ Gazette notification for name change). In case of Mismatch
in name between admit card and Photo ID proof shown, entry shall not be allowed.
6.14. Candidates without original hard copy valid ID proof shall not be allowed to
enter the examination premises. Photocopies of Govt. issued ID proofs shall
not be accepted. Identity proof shown in DigiLocker shall also not be acceptable
as candidates shall not be allowed to carry electronic devices inside the exam
centre.
6.15. Unfair means case shall be registered against the candidates producing
false/forged documents/ID Proofs.

6.16. SECURITY AT THE TEST CENTRE: Candidates will not be allowed to take the
following items beyond security check point under any circumstances:
Any stationery item like textual material (printed or written), notes,
Plastic Pouch, Calculator, Pen, Writing Pad, Pen Drives, Eraser, etc.
Any electronic device like Mobile Phone, Bluetooth, Earphones,
Microphone, Pager, wrist watch/Health Band/Smart Watch, Calculator,
Electronic Pen/ Scanner etc.
All ornaments like bracelets, Ring, Earrings, Nose-pin, Chain/ Necklace,
Pendants, Necklace with pendants, Badge, Brooch etc. Items carried
due to religious beliefs, if any, shall only be permitted after thorough
examination.
Other items like Wallet, Goggles, Handbags, Belt, Cap, Water Bottle etc.
Any eatable item opened or packed, soft drinks, water bottle etc.
Any other item which could be used for unfair means, for hiding
communication devices like wireless/Bluetooth device, spy camera etc.
6.17. Candidates will be permitted to carry certain items brought by them to the
examination lab:
Exam related documents (Admit card, ID Card etc).
Please read the admit card carefully for items permitted to carry inside the
examination centres.
6.18. No arrangement will be made at the centres for keeping any articles/items
belonging to the candidates. In case any candidate is found in possession of
any of the barred items inside the centre beyond the security check point, it will
be considered as use of unfair means and action will be taken against the
candidate in accordance with the relevant provisions. To avoid any hardship
candidates are advised not to bring prohibited items along with them at the test
Centre.
6.19. Frisking (HHMD & Body Pat) will be done at entry to test centre (secure zone)
premises.
6.20. Finger Biometrics of candidates shall be captured at the time of registration
for the test at test venue in CBT. In addition, Photograph of the candidates shall
also be captured on the exam day at the centre at the time of registration, at each
bio-break and during the exam. Face ID may be verified at the time of admission
to the Super Specialty course, against the photograph(s) captured on the exam
day and photograph(s) uploaded in the application from. Therefore, it is essential
to upload a recent photograph in the application as per image upload
guidelines prescribed, in order to avoid mismatch in Face ID verification process.

Candidates are requested to cooperate with this essential activity to avoid any
cases of impersonation. This is a security feature which will ensure that only
genuine candidate appear for the exam. Any candidate not adhering to the
aforementioned security measures will not be allowed to take the test. Manual
Attendance with signature and manual thumb impression shall also be done.
6.21. After verification of ID and capture of Face ID, candidates will be escorted to the
designated computer terminal at the test centre ensuring social distancing and a
Invigilator will assist the candidate for check-in process of the test.
6.22. Candidates are required to keep their admit card and photo identification with
them at all times during the conduct of examination.
6.23. Candidates are required to listen to the invigilator’s instructions to begin the
exam. Each workstation will be blocked from three sides front, left and right.
Candidates are advised not to look around at other candidates as there will be
surveillance cameras also that will record video.
6.24. Any suspicious or disruptive behaviour on part of the candidate may lead to
cancellation of candidature. For any issues during the exam, candidate may raise
his or her hand to notify Invigilator.
6.25. Staggered exit of candidates from test centres: Upon completion of the
examination, candidates will be directed to leave the test venue in a staggered
manner which will be communicated by the respective centre in-charges in order
to avoid crowding at the test venue exit.

6.26. In case of any technical disruption during the test, rest assured that a registered
candidate will get complete allocated examination time.

6.27. Should you need to carry any medicine or a medical assistance device at the

approval of NBEMS by way of submitting a query at NBEMS Communication
Web Portal along with documents in support as per provisions of RPwD Act,
2016. Information about requirement of Scribe and/or Compensatory time needs
to be mentioned in application form also. In absence of prior approval of NBEMS,
you shall not be allowed to accompany a scribe with you inside the exam centre.

7.2. The exact venue will be informed to the candidates through admit cards. The
Candidates shall make their own arrangement for travel/boarding etc.
7.3. At the time of online submission of application form, the applicant candidate will
be required to choose the city in which he/she wants to take the test. The choice
of city will depend on availability of the test centres in a particular city and the
allotment shall be done on first come first serve basis.
7.4. During submission of online application form, candidate will be able to see only
those cities where testing seats remain available. While the city will be chosen
by the candidate himself / herself at the time of online submission of application
form, allotment of test centre/venue in the chosen city shall be done by NBEMS.
7.5. In case testing seat is not available in the State/UT in which the candidate
prefers to appear in NEET-SS, he/she can choose the option OTHERS from
the list of States/UTs at the time of selection of the State/UT during online
submission of application form. Candidate opting for OTHERS must note that
though NBEMS will make all efforts to allot a testing centre in the State of
correspondence address of the candidate/ nearby State, however, in case of
unavailability of testing seat in the concerned State due to logistic, administrative
or other reasons, testing centre anywhere in India may be allocated. The test city
allocated shall be intimated through email on 12.12.2025.

7.6. In case testing seat is not available in the State/UT in which the candidate prefers
to appear in NEET-SS 2025, and the candidate choses some other available city
instead of choosing the option “OTHERS”, the choice of city will not be changed
at later stage and the candidate will be required to take the test in the city chosen
by him/her.
7.7. The list of test cities is purely tentative. In an extraordinary situation where the
particular city chosen by the candidates could not be considered for conduct of
examination due to security audit issues at test centres or other logistic
issues/unforeseen reasons, candidates who would have opted for such test cities
shall be accommodated at test centres in nearby cities available. Such change
of test cities, if any, shall be intimated through email in advance to concerned
candidates. NBEMS may add a new test city which is not indicated in the bulletin
if so required to accommodate the candidates. NBEMS reserves its right to
allocate test centre anywhere in the country irrespective of the test city
chosen by the candidate to maintain the sanctity of examination.
7.8. Candidates will be informed regarding their test venue through the admit card
only, as and when admit cards are made live.
7.9. Requests for change of testing centre / city shall not be entertained.
Candidates are advised not to canvass for the same.

8. Instructions to Fill Online NEET-SS 2025
Application Form
8.1. New User Registration: All candidates desirous of applying for NEET-SS 2025
shall be required to create an online profile of themselves to generate a UserID
and Password.
8.2. Applicant Login: This User ID and Password so created will allow the candidate
to login as an applicant for NEET-SS 2025 and register an online application. The
“Go To Application” link will allow the applicant to continue with the application
submission immediately after user creation.
8.3. If the Login password is lost, it can be retrieved by clicking “Forgot Your
Password”.
8.4. Name of Candidate: Please mention your full name as in Post Graduate
Medical Qualification Certificate. Name as entered by the candidate while
creating his/her User ID shall be reflected in a non-editable format in his/her
examination application form. No change in the name shall be permissible under
any circumstances after submission of an application. The candidate shall be
required to produce his/her Govt issued ID proof bearing same name at the test
centre on the test day to seek entry. It is strongly advised not to submit an
application with an error in the candidate’s name as it shall not be allowed to be
edited after application submission. If the user has entered his/her name wrongly
while registering the user, please create another user with correct name.
8.5. Father’s and Mother’s Name: Please mention the full name of your Father and
Mother carefully while registering the user.
8.6. Gender and Date of Birth: Indicate your gender and Day, Month & Year of your
birth. Please enter the correct date of birth carefully while registering the user.
8.7. Nationality: Please choose your nationality amongst the options given: Indian,
Non-Resident Indian (NRI), Overseas Citizen of India (OCI)/PIO and Non OCI
Foreign Nationals. Indian Citizens who are not NRI should choose Indian. An
Indian Citizen should choose Non-Resident Indian, if he/she is an NRI. If you are
a Foreign National but also an Overseas Citizen of India (OCI), please
choose OCI/PIO. Foreign Nationals who are not an OCI should choose Non OCI
Foreign National.
8.8. Email ID: Email ID chosen by the applicant candidate shall be verified through a
system generated OTP for user creation. Same email ID can not be used for
registration of any other user concurrently. Please note that all email
correspondence with the applicant candidate shall be done at this email ID only.

Email chosen by the applicant candidate shall be the primary means to
communicate with the candidate for examination purposes. Information related
to examinations shall be sent at this email ID. Candidates shall also be able to
communicate with National Board of Examinations in Medical Sciences through
this registered email only. Correspondence received from any other email ID of
the candidate shall not be entertained. Therefore, candidates are advised to
choose the email ID carefully.
8.9. Mobile No: Please provide the desired mobile number for receiving
Examinations related communications sent through SMS. Mobile number chosen
by the applicant candidate shall NOT be the primary means to communicate with
the candidate for examination purposes.
8.10. The UserID / Application ID and password so generated shall be sent to the
registered email ID of the candidate for future records.
8.11. The index page of NEET-SS 2025 at NBEMS website https://natboard.edu.in
provides a quick link, “Applicant Login”. The online application form for
NEET-SS 2025 can be accessed through this quick link after successful login.
8.12. The candidate can login using his/her User ID and Password.
8.13. The application submission process can be completed either in a single sitting or
in multiple sittings, as per the candidate's choice, during the application
submission window. However, once an application is successfully completed &
submitted, it shall be available for editing certain field only during the “edit
window”.
8.14. Candidates are advised not to complete & submit their online application
in a haste so as to avoid any errors in providing information. Request for making
any changes in date of birth, name or any other information provided in the
application shall be summarily rejected. NBEMS does not edit / modify / change
any information provided by the candidates in their applications of its own.
Candidates has the option to make corrections in any information except name,
nationality, test city, mobile number and email ID during the edit window.
8.15. The candidate shall be required to provide information as asked under various
heads. It is strongly recommended to keep the required information handy before
start filing the application. Some of the salient heads in the application form are
as under:
8.16. Selection of Question Paper Groups: A candidate will be able to choose
amongst the available choices of Question Paper Groups for which his/her broad
specialty qualification is an eligible feeder. Accordingly, the candidates will be

able to choose one or more than one group to appear in. The Examination fee
shall be charged accordingly
8.17. Upload of Prescribed Images (Photograph, Scanned Signatures and Thumb
Impression): Please refer Image Upload Instructions available at NBEMS
website https://natboard.edu.in and at the end of this information bulletin for
details of specifications for uploading photograph, signatures and thumb
impression. Images which are not as per prescribed specification shall not be
considered and may lead to rejection of the application. Please ensure that
uploaded photograph is a RECENT photograph and in any case should
have not been taken more than 3 months before the date of application
submission. Uploading a photograph which is not a recent one or which is not
as per prescribed image upload guidelines as detailed in this information bulletin
and/or failure to rectify the same in the final edit window shall invite rejection of
the application.
8.18. The test city can be selected from available choices on first come first serve
basis. While the city will be chosen by the candidate himself / herself at the time
of online submission of application form, allotment of test centre/venue in the
chosen city shall be done by NBEMS.
8.19. After selection of test city, the candidate shall be required to pay the prescribed
examination fee online. The fee cannot be paid through any mode other than the
payment gateway available in online application form.
8.20. Kindly ensure that the payment made for examination fee is successful and
confirmation of the same can be seen in the application form under payment
status reflected as “S” (for successful). In case the status is shown as pending,
the payment might be stuck with your bank and might be cleared at a later date.
The application submission process in not completed till such time the status of
payment is reflected as “S” in application form. NBEMS shall not be responsible
for rejection of your application due to delay in settlement of the payment by your
bank to NBEMS.
8.21. It is at the discretion of the applicant to make another payment for completing the
application submission process. In an event of receipt of duplicate / multiple
examination fees towards the same application ID, NBEMS shall refund the
excess fees received for an application retaining the prescribed examination fee,
after closure of application window.
8.22. Candidates shall be prompted to preview the entire application before submission
in order to make any corrections, if so required. They shall be required to submit
the application after agreeing to the “declaration”. This shall complete the entire
process of application submission.

8.23. Acknowledgement of Application Submission: An acknowledgement email
shall be sent to the registered email ID confirming submission of an application
by the candidate. Submission of application shall be completed only after
successful payment of examination fee. Candidate should confirm the status of
payment in the application form PDF where “S” would stand for “Successful” and
“F” would stand for “Failed”.
8.24. Edit Window: Candidates who have successfully submitted their payment for the
application during Application Submission window shall only be allowed to edit
their applications during 28.11.2025 to 30.11.2025. No new application can be
registered or payment can be made during edit window. Any information/
document can be changed/corrected during the edit window except for Name,
Test City, Nationality, Mobile Number and Email ID. Information can be edited
any number of times before submitting the application during the edit window.
The last submitted information will be saved in records.
8.25. All editable fields in the application form shall be open for the candidate to make
any corrections, if so required. Details of field which can not be edited are
mentioned below.
8.26. Information entered in the application form can be changed during the “Edit
Window”. However, following fields in the application form shall remain non-
editable:

8.27. No editing in information provided shall be permissible in the application form,
once edit window is over.
8.28. NBEMS disclaims any liability that may arise due to incorrect information
provided by the candidate during online application form submission.
8.29. NBEMS does not edit /modify/alter any information entered by the candidates at
the time of online submission of application form under any circumstances.
8.30. Final/Selective Edit Window: Deficiency related to images uploaded
(photograph, Signature, Thumb Impression) shall be intimated to the concerned
candidates and same can be corrected during the final/selective edit window i.e.
12.12.2025 to 14.12.2025. No further opportunity shall be given to make
corrections. Candidates are advised to submit the images in their application as
per prescribed image upload guidelines. Failure to submit images as per
guidelines and/or failure to rectify the images shall invite rejection of the
application.

8.31. Candidates who fail to submit duly completed applications with requisite
documents and/or fail to rectify the deficiencies in their applications by the last
date prescribed for rectification shall be declared ineligible. Admit Card shall not
be issued to candidates who are declared ineligible. In such cases, the entire
fees will be forfeited.
8.32. The details of candidates w.r.t. Name, Mobile Number, Email ID, Nationality etc.
will be populated in the Registration Form of Counseling to be conducted by MCC
of DGHS. Hence, candidates are advised not to change their details till the
completion of counseling to avoid problem in Registration for counseling.
8.33. The following sequence shall be observed while filing the online application form:
Fill the user registration form to generate User ID/Application ID and

Agreement and Unfair Means
A. Caution Notice
9.1. The official website of NBEMS are https://natboard.edu.in and
https://nbe.edu.in Candidates are advised to refer for any information about
NBEMS and Examinations conducted by NBEMS only through these
websites links.
Please refer NEET-SS 2025 index page on NBEMS website
https://natboard.edu.in for Information Bulletin and periodic updates/notices
about the NEET-SS 2025.
9.2. Candidates are hereby advised not to be allured or mislead by unscrupulous
agents / touts making false and bogus claims of helping any candidate in any
means by such spoofed emails / SMS or forged documents.
9.3. NBEMS does not send any email or SMS to candidates regarding securing
good marks/merit position in any of the exams conducted by NBEMS.
9.4. Be aware when getting any email or SMS in the name of NBEMS, please
cross verify information received through SMS in name of NBEMS with a
corresponding Email / NBEMS Website update.
9.5. Candidates are also advised to use the email IDs / contact numbers for
communication with NBEMS which are provided on the NBEMS websites time
to time.
9.6. In case candidates are approached by any unscrupulous agents/touts
promising any such undue favour through any spoofed emails/SMS or
telephone call or forged documents or personally the same may be reported
to NBEMS through its Communication Web Portal or to the local police for
further investigation.
B. Non-Disclosure Agreement
9.7. NEET-SS is a proprietary examination and is conducted only by National
Board of Examinations in Medical Sciences. The contents of this exam are
confidential, proprietary and are owned by National Board of Examinations in
Medical Sciences. NBEMS explicitly prohibits the candidate, from
reproducing, transmitting or publishing any or some contents of this exam, in
whole or in part, in any form or by any means verbal or written, electronic or
mechanical for any purpose whatsoever. NBEMS shall not entertain any
request for sharing any content of the examination including answer
keys/answer sheets.

9.8. No content of this exam must be shared with friends, acquaintances or third
parties including sharing through online means or via social media. Social
media includes but not limited to SMS, Whatsapp, Facebook, X, Hangouts,
Blogs etc. using either one’s own account or proxy account(s).
9.9. By registering for and /or appearing in NEET-SS 2025 the candidate explicitly
agrees to the above Non-Disclosure Agreement and general terms of use for
NEET-SS 2025 as contained in this Information Bulletin and NEET-SS 2025
webpage.
9.10. Violation of any act or breach of the same shall be liable for penal action and
cancellation of the candidature at the bare threshold.
C. Unfair Means
If during the course of training/examination, a candidate is found indulging in any of
the following, he/she shall be deemed to have used unfair means:
9.11. If a candidate is found to have made a wrong statement in his / her application
form for appearance in the examinations / counseling / admission to the
training or has attempted to secure or has secured admission to any of the
examinations/courses of NBEMS or has obtained registration with any
medical council, by making a false statement or by production of a
false/forged document.
9.12. If at any stage a candidate has tampered with any entry in the certificate or
statement of marks or any certificate issued by any governmental or non-
governmental body or any other document that has been issued to him/ her
by NBEMS.
9.13. Use/possession of any kind of electronic gadgets including mobile phones
with or without internet (whether the gadgets are actually used or not).
9.14. A candidate found copying from notes written on any part of his/her clothing,
body, desk or table or instrument like setsquares, protractors, scales etc. or
who is found guilty of concealing, disfiguring, rendering illegible, swallowing
or destroying any notes or papers or material found with him/her or found
exchanging answer book or question paper with solution or talking to a person
or consulting notes or books outside the Examination Hall, while going to the
toilet or in the toilet.
9.15. Giving or receiving assistance directly or indirectly of any kind or attempting
to do so.
9.16. Having in possession of any note-book(s) or notes or chits or any other
unauthorized material concerning the subject pertaining to the examination
paper.

9.17. Change of seat / system without the permission of Examination
Superintendent / In charge Computer Laboratory.
9.18. Contacting or communicating or trying to do so with any person, other than
the Examination Staff, during the examination time in the examination center
/ Computer Laboratory.
9.19. Consulting notes, books or any other material or outside person while going
out of the examination hall/Computer Laboratory to toilet or to any other
place.
9.20. Impersonation.
9.21. Forgery in photo identification produced to seek entry in the test centre /
producing false documents for the purpose.
9.22. Using or attempting to use any other undesirable method or means in
connection with the examination.
9.23. Smuggling out Question Paper or its part; or smuggling out answer book /
supplementary answer sheet or part thereof.
9.24. Running away or swallowing or destroying any note or paper or material found
with him/her.
9.25. If the answer books show that a candidate has received or given help to any
other candidate through copying.
9.26. Threatening any of the officials connected with the conduct of the
examinations or threatening of any of the candidates.
9.27. Found exchanging answer book or question paper with solution or copying
from unauthorized material.
9.28. Peeping into the computer monitor screen of the other candidate.
9.29. Disclosing his / her identity or making distinctive mark in the answer book for
that purpose or fails to deliver his/her answer book/continuation sheet before
leaving the examination hall.
9.30. Hacking or attempting to hack or causing interference with the website of
NBEMS or its Technology Partner(s) or their Information Technology
systems.
9.31. Tampering with Information Technology systems of NBEMS or Technology
Partner(s) or Computer Laboratory.

9.32. Damaging the computer systems of computer Laboratory.
9.33. Candidate found to have attempted or trying to attempt personally or through
another person to influence or pressurize an examiner, or any officer or
official connected with the examinations of the NBEMS or its technology
partner, either at NBEMS or at the office of technology partner or their
respective residence(s), in any matter concerned with the examinations.
9.34. Any candidate violating the NDA as detailed above will be treated as UMC.
9.35. If at any stage if it is found that the candidate has appeared multiple times in
the same session of examination or has appeared in same or different
examination of NBEMS with different names, unfair means case shall be
registered against such candidate and dealt accordingly.
9.36. Any act of candidate/any person which is detrimental to safe, secure and
smooth conduct of examination and the decision of EEC in this regard shall
be final.
9.37. Candidate is found talking/peeping to another candidate during the
examination hours in the examination room.
9.38. A candidate who refuses to obey the Superintendent of Examination center /
Computer Lab and changes his/her seat with another candidate and/or
creates disturbance of any kind during the examination and/or otherwise
misbehaves in the examination hall.
9.39. Any candidate found guilty of having adopted anyone or more of the above
Unfair means / misconduct is liable to be penalized with a penalty by the
Examination Ethics Committee, which may vary from cancellation of the
examination/ expulsion up to next 14 attempts or 7 yrs and / or cancellation
of candidature as may be decided by Examinations Ethics Committee after
considering each case.
9.40. Disclaimer: The above list is purely indicative. If any act of omission or
commission attributed to the candidate/intent by the candidate to vitiate the
sanctity of the examination, the decision of NBEMS shall be final and binding
for declaration of any person/candidate guilty of foregoing or such offence as
shall be classified as UMC.

10. Result and Counseling
10.1. QUALIFYING CRITERIA:
Candidates placed at the 50th percentile or above shall be declared as
qualified in NEET-SS in their respective Question Paper Group.
10.2. DATE OF DECLARATION OF RESULT:
The result for NEET-SS 2025 will be declared by 28.01.2026. The result
shall be available at NBEMS website: https://natboard.edu.in
10.3. Score cards shall be available to download on NBEMS website only for
a period of SIX months after upload. All applicants are advised to
download their score cards within this window. NBEMS does not provide
score cards over email/ through post to individual candidates.
10.4. Before declaration of the result, any question asked in the NEET-SS
Examination can be challenged for technical errors, if any, with supportive
medical literature, in not more than 2 calendar days after conduct of
examination (i.e till 30.12.2025). No claims made beyond 2 days of conduct
of examination shall be entertained under any circumstances. No claims
pertaining to the difficulty level of a question shall be entertained. Such a
challenge can only be raised by bonafide candidates who had appeared in
the examination through their registered email ID at the Communication Web
Portal of NBEMS.
10.5. There shall be NO re-evaluation or rechecking or re-totaling of
responses marked by the candidates. Requests / Queries for
re-evaluation / re-totaling shall not be entertained
10.6. VALIDITY OF NEET-SS 2025 RESULT
The validity of the result of NEET-SS 2025 shall be only for the current
admission session i.e. 2025-26 admission session for DM / MCh and DrNB
Super Specialty courses and cannot be carried forward for the next session
of admissions for DM/MCh and DrNB Super Specialty courses.
Kindly note that the timelines of admissions for DM / MCh courses is
governed by Post Graduate Medical Education Regulations issued by the
National Medical Commission with prior approval of Central Government and
the Judgments of Hon'ble Supreme Court of India issued time to time.

10.7. TIE BREAKER CRITERIA: In the event of candidates obtaining the same
score for a particular super specialty group, the following tie-breaking criteria
will be applied to determine inter-se merit in descending order till a unique
inter-se merit is determined for all such candidates:
A. Candidate having overall lesser number of negative responses in the
entire question paper will be placed at a better merit position i.e. will
get a higher rank in the merit list.
B. Candidate having lesser number of negative responses in the
Section A of the question paper will be placed at a better merit position
i.e. will get a higher rank in the merit list.
C. Candidate having lesser number of negative responses in the
Section B of the question paper will be placed at a better merit position
i.e. will get a higher rank in the merit list.
D. Candidate having lesser number of negative responses in the
Section C of the question paper will be placed at a better merit position
i.e. will get a higher rank in the merit list.
E. Candidate securing higher aggregate marks (in percentage) in all
MBBS Professional Examinations will be placed at a better merit
position i.e. will get a higher rank in the merit list. In case of Indian
Citizens/ OCI who have obtained their Primary Medical Qualifications
from outside India, their FMG Examination marks (in percentage) shall
be considered in lieu of aggregate marks (in percentage) in all MBBS
Professional Examination.
The aggregate marks in percentage shall be provided by the applicant
while submitting his/her application form to NBEMS. The marks shall be
provided as an accurate value rounded down to two decimals.

10.8. PUBLICATION OF MERIT LIST:
NBEMS shall declare Group wise merit list i.e. there will be a separate merit
list for each Question Paper Group. There shall not be any equating/scaling
and normalization. The merit shall be generated strictly on the basis of marks
obtained by the candidate and application of the prescribed tie breaking
criteria.
Candidates securing 50th percentile or more in each question paper group
specific merit list shall be declared as qualified.

10.9. COUNSELING:
10.9.1. There shall be a common counseling for all Super Specialty seats
(DM, MCh and DrNB Super specialty) of NEET-SS 2025 at National
Level to be conducted by the Medical Counseling Committee (MCC)
of the Directorate General of Health Services (DGHS), Government
of India. A notification regarding the common counseling is placed
at Annexure-D. NBEMS shall not entertain queries pertaining to
counseling and allotment of seats.
10.9.2. Candidates who are declared qualified in the Question Paper of
particular group(s) and registering for participation in the common
counseling shall be allowed to exercise as many choices of Super
Specialty courses covered in said group(s) for which their broad
specialty qualification is an eligible feeder. Super Specialty seats
shall be allocated strictly in accordance with the Question Paper
Group specific merit position. For eg. A General Medicine candidate
who is declared qualified in the question paper of Medical Group will
be able to choose from all available seats in the Super Specialty
subjects covered in the Medical Group.
10.9.3. For Schedule and scheme of counselling, applicable norms for

10.9.4. Candidates are advised to retain the mobile number and email ID
used for the registration of NEET-SS 2025 application form till the

number shall be used by Medical Counseling Committee (MCC) for
the purpose of counseling also.
10.10. SEAT MATRIX: Candidates may visit the website of the National Medical
Commission https://www.nmc.org.in for tentative details of DM/MCh seats
offered and website of NBEMS website https://natboard.edu.in for tentative
details of DrNB seats accredited in various super specialty courses.
However, the final matrix of seats going to be offered in the counseling for
2025-26 admission session shall be available on the website of Medical
Counseling Committee (MCC) only. The schedule & details of counseling
process shall also be notified at MCC website only.

11. Admissions to DrNB Super Specialty
Courses of NBEMS
11.1. Admissions to DrNB Super Specialty Courses (except Direct 6 Year Courses)
for 2025 admission session shall be done through NEET-SS 2025. There shall
be a common counseling for all Super Specialty seats (DM, MCh and DrNB
Super specialty) of NEET-SS 2025 at National Level to be conducted by the
Medical Counseling Committee (MCC) of the Directorate General of Health
Services (DGHS), Government of India.

1. A REAL TIME PHOTOGRAPH taken by the webcam/in-built camera of the
computer system while filling the online application form:
a. Confirm that the system used to fill the form has an in-built camera/webcam.
b. Be properly dressed in a formal attire.
c. Stand/sit against a white background (Avoid distracting backgrounds)
d. There should be bright light falling on your face but not on the webcam.

9. Upload a RECENT PHOTOGRAPH (Not more than 3 months old) which can
be prepared in following way:

UPLOADED PHOTOGRAPH, THE APPLICATION WILL BE REJECTED.
a. Preference to be given to upload a photograph taken in a photo-studio in last
3 months to avoid any likely error in photograph. If you decide to take the
photograph at home, please follow the instructions mentioned below.
b. Be properly dressed in a formal attire.
c. Click colour photograph in bright light using any high resolution digital device
(preferably with > 5-megapixel resolution). Avoid using flash as it tends to
create a shadow on the white background. Images which are taken in with
improper light shall be rejected.
d. Avoid selfie; ask someone else to take the picture for you. They might also
help to direct you a bit, like telling you to straight your head or tuck your hair
behind your ears. Selfies shall be rejected.
e. Do not wear spectacles (to avoid reflection in the glass), cap, goggles,
stethoscope around neck, makeup, ornaments while getting the photo shot.
f. Stand/sit against a white background (Avoid distracting backgrounds)
g. No object should be in the background. The image must not include other
objects or additional people. Ensure that you are only one person in picture.
Images having any object in the background shall be rejected.
h. The image must contain the full face, ears, neck, and shoulders of the entrant

Checklist for editing & uploading the digital photograph:
a. Transfer the photograph from the digital device to a computer/laptop.
b. Photograph is in colour with white background.
c. Your face is clearly visible.
d. The size of image should be less than 80kb. Size of the image can be checked
by right click on the image and then go to Properties” link. (Maintain aspect
ratio, i.e. height and width ratio to avoid distortion of image)
e. Image is in .jpg/.jpeg format.
f. Image is not blurred in the process of editing.
g. Digital enhancement or other alterations or retouching are not permitted.
h. Make sure your face takes up at least 70-80% of the frame.

Digital image of your Signature can be made in two ways:
Using a digital device to directly image (i.e. camera)

I. PREPARING DIGITAL IMAGE OF SIGNATURE USING A DIGITAL
DEVICE (CAMERA)
Clicking image of signature using a digital device:
a. Draw a box of size 1.5 cm (height) x 3.5 cm (width). Use a black or dark
blue ink pen to sign within this box.
b. Click the signature within the box in bright light conditions using any digital
device (preferably with > 5-megapixel resolution). Avoid using flash.
c. Check the shadow of your hands/camera/smartphone etc. does not fall
on the sheet.

Editing digital image of the signature:
a. Transfer the digital image to a computer/laptop.
b. If required, use auto-correct feature of image editing software so that
the signature is clear against a white background.
c. Crop the image such that borders of box are reached.
d. Resize the image to 20 100 Kb (maintain aspect ratio, i.e. height and
width ratio to avoid distortion of image)
II. SCANNING THE SIGNATURE:
a. The candidate should provide his/her complete signatures and not just
initials.
b. The signatures should be done by the candidates only as it may be
checked any time frequently.
c. Signature done on the blank white page without lines only will be
accepted
d. Take the white sheet and mark the box size of 3.5 x 1.5 cm (width x height)
e. Sign inside the box with blue/black pen.
f. If the Candidates signature on the answer script, at the time of the
examination, does not match the signature on the Attendance Sheet, the
candidate will be disqualified.
g. Set the scanner to 200 dpi
h. The scanned image should be saved in .jpeg/.jpg format.
i. Crop only box area and not the complete white page.
j. The size of image should be less than 80kb.

Instruction for preparing digital
image of thumb print
Taking a thumb-print
a. Draw a box of 3.5 cm x 1.5 cm
(width x height) on a white
sheet of paper (you may draw
more than 1 box to take
multiple thumb print and select
the best).
b. Use a fresh blue/black colour ink pad.
c. Practice on a sheet of paper to get the
proper thumb-print especially the density
or darkness of the colour. The impression
of the print should be clear and readable;
neither dark nor smudged or light.
d. Clean your hands and dry them before you
begin (oil/dirt can obscure the prints)
e. Gently press your LEFT THUMB against
the ink pad and take a horizontal print of
your left thumb within the box. Do not press
too much or wriggle as it may lead to
smudging of print.

Kindly refer to the NBEMS's letter No. NBEMS/11112017/261 dated 17.04.2017 and
Ministry of Health and Family Welfare letter no, V.26012/02/2016- MFP (Pt.) has directed
in its order:
"There shall be a common counseling for all seats of NEET-Super Speciality-2017
at National Level to be conducted by Directorate General of Health Services
(DGHS)”.
Hence you are requested to comply with MoHFW directions and all Medical Educational
Institutions in a State/Union Territory, Including all Medical Educational Institutions
established by the Central Government, State Government University, Deemed
University, Trust, Society or a Company/ Minority Institutions/ Corporations conducting
