Goal Statement
oThe Department’s global workforce will be empowered with the skills and tools to derive
actionable mission insights from data, and its data assets will be securely shared and
effectively managed. By September 30, 2025, in alignment with its Enterprise Data and AI
Strategies, the Department will double in-person training hours and the number of domestic
data experts; increase data capacity at Post by training Chief of Missions (COMs) and Deputy
Chiefs of Mission (DCMs); stand up a dozen Post Data Programs; double adoption of
enterprise analytics infrastructure; increase workload efficiencies through use of AI and AI
pilots; publish the Department’s first AI strategy, and modernize data governance.

oData consumers across the Department of State need to be able to access trusted and AI-
ready data in a timely manner to support decision-making and reduce workload burden.
oSome impediments are data and AI literacy, access to training, access to data assets, access
to modern analytic platforms and AI tools, secure data management and storage, and
transparent and effective governance.
What Success Looks Like
oThe Department of State’s global workforce will be empowered with the skills and tools to
derive actionable mission insights from data and trustworthy artificial intelligence to advance
global diplomacy and shape the future of statecraft.
oThe Department of State will have enhanced the data acumen of its global workforce and
improved tools and processes at its disposal to drive more effective, data-informed decision
making at all levels through enhanced data access, responsible artificial intelligence, and data
governance capabilities.

Narrative – FY2024, Quarter 1
I. Indicators
Number of Person-Hours Trained: This indicator is ahead of schedule. The Department provided 7,366 person-hours of training in
FY24 Q1, bringing the cumulative number of person-hours trained to 69,976. This progress underscores the success of the Department’s
continued expansion of data literacy offerings to the workforce. The Department continues to make strides in expanding
training partnerships with the School for Applied Information Technology (SAIT) and other schools in FSI, promising to further increase
the rate at which we develop the Department’s workforce data capabilities.
Number of Chiefs of Mission (COMs) and Deputy COMs Person-Hours Trained: This indicator is ahead of schedule. The
Department provided 36 person-hours of training to COMs and Deputy COMs in FY24 Q1, bringing the cumulative number of person-
hours trained to 114. The Department continues to make strides in expanding training opportunities to Department leadership, promising
to further expand the Department’s data-literate culture at post.
Number of Hired Bureau Chief Data Officers (BCDOs): This indicator is ahead of schedule. The Department hired nine new BCDOs in
FY24 Q1, including a GS-14 1560-series temporarily assigned to the BCDO role on a TDY. This brings the cumulative number of BCDOs
to 13. The Department is committed to expanding BCDO hiring efforts and plans to submit a BCDO Hiring Implementation Plan Memo to
Congress by FY24 Q4.
Number of Data Assets Available on Data.State: This indicator is on track. The Department added four new data assets to the data
inventory and catalog in FY24 Q1, bringing the cumulative number of shared data assets to 269. The Department released an inventory
data call in FY24 Q1 that will likely result in a substantial increase in Q2 and Q3.
Number of Implemented and Inventoried AI Projects: This indicator is on track. There are 37 AI projects in the AI Inventory,
cumulatively. The inventory is currently collected on a yearly basis, per requirements from OMB. M/SS/CfA coordinates that inventory
and will do so in FY24, once OMB issues this year's guidance.
II. Key Milestones
AI Strategy: Launched First-Ever Enterprise AI Strategy on November 13, 2023.
Data Governance Operating Model: Finalized Data Governance Operating Model; Launching tactical-level data governance body in
FY24 Q2 to meet quarterly going forward.
Scalable Data Science Training Services: CfA's pilot with AI training partner DataCamp maxed out our use of licenses in FY23. We
expanded to 100 licenses in FY24 to accommodate increasing demand across the Department. Licenses are currently used by CfA staff
and select individuals and groups throughout the Department.
Existing Analytics Products from Other Bureaus: In FY24 Q1, the Department tasked domestic bureaus to update the enterprise data
asset inventory, and bureaus continue to add dozens of datasets and analytics products for others to explore.
Zero Trust Data Categorization Taxonomy: Finalizing this taxonomy in FY24 Q2 in line with the Department-wide data inventory
tasker.

The Office of Management Strategy & Solutions (M/SS) is the home of the Center for
Analytics (M/SS/CfA). Led by the Department’s Chief Data and AI Officer (CDAO), CfA is
charged with improving the Department workforce’s ability to leverage data as a strategic
asset and more efficiently and effectively use data to inform decisions at all organizational
levels, across the globe. In addition to the teams below, the CDAO is supported by the Deputy
CDAO, the Department’s Statistical Official, and the Department’s dual-hatted Chief Data
Scientist and Responsible AI Official (RAIO).
The Enterprise Analytics (CfA/Analytics) team uses data and analytics to help solve policy
and management challenges by advising, enabling, and partnering with entities across the
enterprise.
The Technology Modernization (CfA/Tech) team is a hybrid organization that is aligned to
both the CDAO and the Chief Information Officer (CIO) in the Bureau for Information and
Resource Management (IRM). This team is continuously researching and developing tools
that will make siloed information discoverable and interoperable.
The Enterprise Data Management (CfA/EDM) team is responsible for building the
Department’s capacity to inventory, align, govern, secure, and leverage data from across the
enterprise. It is also charged with modernizing the Department’s data policies and leading the
execution of the Department’s first-ever Enterprise Data Strategy and AI Strategy.
The Communications, Culture, and Training (CfA/CCT) team works to enhance employees’
capacities to effectively use data for informed decision making through training (FSI), building
a force of skilled data specialists, and fostering a culture of data and analytics enterprise wide.
