Thepurposeofthisreport,theLeonCountyEconomicFeasibilityAssessment,isprovidedhereinto
assistinthedecisionmakingregardingthefeasibilityofasportscomplexorfacilitythatcanattract
large,regional,multistateandnationaltournamentsandeventstotheareaaspartofaneconomic
developmentstrategyforLeonCounty,Florida.Towardsthatend,thisreportprovidesafullstudyand
reviewofthemarketforthesetypesoffacilities,competitoranalysis,sportsandrecreationparticipation
andspendingtrends,potentialsiteevaluations,andfacilityrecommendationswithcapitalcosts.The
fullreportalsoprovidesaproformamodelillustratinghowthefacilitywillmonetizeaswellasthe
economicimpactfortheentireCounty.
SummaryofResults
Thefinalresultsofthestudyhavedeterminedthatalargeindoorsportsfacility,oftenreferredtoasa
fieldhouse,locatedwithinLeonCounty,wouldprovidethebestopportunityforeconomicdevelopment
withinthesportstourismmarketbycapturingpotentialtotalrevenues,afterstabilization,of$1.69‐
$2.64millionperyeardirectlyatthefacilityforyears1through6.Additionally,itwascomputedthat
thisfacilitycouldhaveamajorimpactonthelocaleconomybybringingin$17millionindirectspending
withatotallocaleconomicimpactof$25millioneachyear,oranincreaseof476jobswithinthelocal
community.Thefieldhouseprogramdevelopedwithinthisstudyprovidesopportunitiestohostlarge
local,regionalandnationaltournamentsandevents,whileprovidingthelocalresidentsafacilitythatis
currentlynotavailable.Manysportscouldutilizethefieldhouseincludingbasketball,indoorsoccer,
indoorlacrosse,cheerleading,volleyball,gymnastics,etc.Amultipurposefieldsportscomplex
containing12multiusefields,withanfutureexpansionto16fields,wasidentifiedasasecondary
priority,toservethegrowingmarketswithinsoccer,lacrosse,rugby,andmanyotherfieldsports.
OverviewofReport
Thefirstphaseoftheprojectidentifiedanddefinedthemarketneedsthroughbothqualitativeand
quantitativemethods.AcompetitiveanalysisforLeonCountywasanalyzedfromalocalperspective
andaregional(200mileradius)perspective.Facilitieswithsixormorefieldsthatincludedbaseballand
softballfieldsand/orsoccer/multipurposefieldswereanalyzed.Facilitieswith6ormoreballfields
and/orsoccer/multipurposefieldsgenerallydrawsamoreadvancedrecreationalandcompetitive
marketthatisattractedtotournaments,instructional,andconsumerpreferenceorientationsforthe
gametheyliketoplay.Also,theanalysislookedatindoorfacilitiesduetothelargenumbersof
participantswhoplaybasketball,volleyball,cheerleading,indoorsoccer,andwrestling.Lastly,ATV/
MotocrossparksintheregionwereidentifiedandanalyzedaswellfortheLeonCountymarket.
TheConsultingTeamevaluated51sportlocationswithinthe200mileradiusand19localsites.This
distancerepresentsthetypicalmaximumdrivedistanceforregionalsportstourism.Therewere
thirteen(13)identifiedcompetitorswithin100mileradiusoftheLeonCountylocation,includingseveral
localsitesfromwithinLeonCounty.Also,therewere17identifiedcompetitorsbetweenthe100150
mileradiusand21competitorsbeyondthe150mileradius.Themajorityofthesecompetitorswerethe
sportscomplexesandmultipleballfieldfacilities.Indoorfacilities,however,weremuchlessprominent,
withinonly2largeindoorfacilitieswithinthe200milesradius.TheseincludedtheJacksonville
SportsplexandthePinellasIndoorSoccerAcademy.

Duetotheuniquenatureoftheselargefacilities,veryfewexistwithintheSoutheast,withtheexception
offieldhousesbuiltatmanymajorcollegesanduniversities,inconjunctionwiththeirathleticprograms.
Arecentstateoftheartfieldhousewasopenin2011inOrlandobyDisneycalledtheHPFieldhouse.
Otherlargefieldhouses,suitablefortournamentandsportstourismcanbefoundinmajormetropolitan
communitiessuchasIndianapolis,VirginiaBeach,andDenver.
ThereportalsorevealswhichsportsarebestsuitedforLeonCountybasedonacompetitionanalysis,
participationtrendsandtypicalspendingtrends.SportswithwellpositionedforLeonCountythathave
lowregionalcompetitionincludebasketball,volleyball,lacrosse,rugby,cheerleading,andATV.Sports
withhighgrowthandparticipationwerealsoexamined.Lacrosse,rugby,tennis,cheerleadingand
volleyballareallhighgrowthsports,followedbysoccer,basketballandgymnasticsasmaturesports.
Sportsthatareindeclineincludebaseball,softballandfootball.However,whileindecline,thetotal
numberofparticipantsforthedecliningsports,stilloutnumberthenewer,growingsports.Thehighest
levelsofspendingperday,includebaseball,volleyball,cheerleading,gymnastics,andrugby,followedby
soccer,lacrosse,basketball,football,softball,ATVandtennis.Forexample,dailyspendingwithinthe
communitycouldbe$127perpersonperdayforgirlssoftballor$97perpersonperdayonbasketball.
Basedonthedatareviewedfromthesportstrends,demographicanalysis,competitorassessment,and
thesizeofthesportsmarketforvarioussportsactivities,itwasrecommendedthefollowingbe
consideredfordevelopmentbasedonthemarketanddestinationfactors.
Multifunctionaloutdoorsportscomplexthatcouldservesoccer,lacrosse,fieldhockey,rugby,
footballandultimatefrisbeeshouldbeconsideredinonefacilitysetting.Thecomplexshould
beinthe1216fieldsizethatcansupportthesesportsduringprimeseasons.
IndoorSportsFieldHousethatcouldsupportbasketball,volleyball,indoorsoccer,indoor
lacrosse,wrestling,cheerleading,andmartialarts.Atminimum,thefacilityshouldinclude10
12basketballcourts,16volleyballcourts,accommodate12wrestingmats,2indoor
soccer/lacrossefields,andshouldbeusedforothernonsportingeventsduringnonprime
times.
FromthisdatatheConsultingTeamevaluatedthecapitalcostsandoperationalcosttodeterminewhich
typeofsportscomplexwouldprovidethegreatestoperationalcostreturnandeconomicimpacttoLeon
County.

assumptionsbasedonthemarketandhowthefacilitywillbeusedtosupportlocaland
regional/nationaltournaments.

Basedontheperformanceofeachofthefacilities,theindoorfieldhousemodelshowsahigherlevelof
potentialrevenue.Also,basedonthefactthatLeonCountycontainsseveralsportscomplexes,
includingthestateoftheartfacilityattheFSUintramuralsportscomplex,thefieldhouseagain
appearedtobeahigherprioritythanthemultipurposefieldsportscomplex.
Anotherkeyitemwithinthereportfocusedonthetotalpositivefinancialimpactsofhavingafacility
withthecapabilityofbringingmanysportsrelatedvisitorstoLeonCounty.Amodelwascreatedbased
onhosting30tournamentseachyearcontaininganaverageof50teams,whichisamoderate
assumption.Thisbasicmodelisabletoillustratehowadditionalspendingof+/$17millioncanbe
capturedwithinLeonCountythroughitemssuchashotels,restaurants,retailandassociatedservices
peryear.Thislevelofdirectspendingcouldprovideanincreaseinover$1.3millionayearinadditional
salestax.
Theteamthenprovidedasiteevaluationstudylookingatpotentiallocationsforboththefieldhouse
andthemultipurposefieldsportscomplex.Thisevaluationconsidered21individualsitesspread
throughoutLeonCounty.Furtheranalysiswasprovidedon21sitesforthefieldhouseand15sitesfor
thesportscomplex,whichwasconstrainedbythelargenumberofrequiredacres(minimum80acres).
Specificevaluationcriteriarelatedtoconnectivity(I10,majorroadways,etc),proximity(hotels,retail,
etc.)andsitedata(topography,vegetation,etc)werescoredforeachsite.Allthescoreswereaddedto
revealthemostsuitablesitesforeachfacility.Topsitesforthefieldhouseinclude:downtown
(O’Connellproperty),NorthwoodCenter,Fairgrounds,TallahasseeMall,andCapitalCircleNW/
Highway90(TaxWorld).Thetopsitesforthemultipurposefieldsportscomplexincludethe
fairgrounds,Welaunee(Heel),TallahasseeMall,andDevoeMooreproperties.
Potentialcapitalcostsweredeterminedthroughthecreationofapreliminaryopinionofprobable
constructioncost.Theseestimateswereshowntohavearangeofvaluesthatincludedhighandlow
costprobability,suitableforearlybudgetingpurposes.Themultipurposefieldsportscomplexwas
estimatedatarangeof$12.8to$19.1million.Basedonthedirectionbythesteeringcommittee,the
teamprovidedprototypicalsitediagramsforthefieldhousetoshowanurbanandsuburbanlocation.
Thesediagramswerethenusedforcapitalcostdeterminationforthefieldhouseoptionsatarangeof
$27.5to$35.8million.
Conclusion
Basedonthefindingsofthereport,ithasbeendeterminedthatLeonCountyhasastrongsports
tourismeconomicdevelopmentopportunitywiththedevelopmentofalargefieldhouseanda
multipurposefieldsportscomplex.Basedonpotentialrevenueopportunities,supportedbyboth
internalandexternalrevenuesattheseproposedfacilities,thestrongestopportunityforsuccessislikely
tobethefieldhouseproposal.Withindoorsportsandevents,weatherandfieldmaintenancearenever
afactortoconsiderwhenbookingatournament.Also,afieldhouse,whenbuilttoconsiderthelocal
LeonCountymarket,couldbepairedwithotherprogrammaticelementsorpartneringopportunities,
suchasthepotentialhotelconventioncenter,tohelpachievethegreatestreturnoninvestment.

theconceptofdevelopingasportscomplextoattractlarge,regionalandmultistateevents.The
directionsetbyLeonCountywastoidentifyopportunitiesanddemandgeneratorsthatcouldpositively
impacttheregioneconomicallyfromsportsrelatedactivitiesandthetypeoffacilitiesthatprovidethe
greatesteconomicimpact.
PROSevaluatedindoorandoutdoorsportsincludingbasketball,volleyball,cheerleading,gymnastics,
indoorsoccer,wrestling,baseball,football,lacrosse,rugby,soccer,andsoftball.Thesesportsrequire
specificfacilitiestoholdevents.Also,theOffHighwayMotorcycles(OHM)andATVmarketwas
evaluated.Eventssuchastriathlons,roadraces,andbicycleracesprovideeconomicimpact,butwere
notconsideredforthisstudy.
Marketcharacteristicswereevaluatedthatincludeddemographic/economicdata,accessibility,income
levelsoftargetedgroups,othertourismrelatedreports,competitionassessmentofothersportrelated
facilitiesintheregion(200mileradius)andthetypeofprogramsandeventstheyprovide.The200mile
radiuswaschosenbecause90%oftheuserbaseisfromthismarketinmostsportfeasibilitystudies
completedbasedonpreviousexperience.Also,itisestablishedontheevaluationofthemarketof
sportsusersthattraveltocompetitivesportingevents.Itisrecognizedthattherewillbesometeams
andparticipantswhowilltravelmorethan200milesforeventsespeciallywhenaneventisanational
tournament.LeonCountydesirestoattractparticipantscountrywidewhentheycantobuilda
destinationsportslocation.
ThePROSteamhasworkeddiligentlytoprovideobjectiveanalysisandrecommendationstowardsthe
developmentofthesesportscomplexopportunities,aswellasothertypesoffacilitiesfortheregion.

PROSdeterminedthedemographiccharacteristicsofthetargetmarketareaassociatedwithvarious
needsincludingthesizeofthemarketserved.Allfuturedemographicprojectionsarebasedon
historicaltrendsandprojectedoututilizingstraightlinelinearregression.Allprojectionsshouldbeused
withtheunderstandingthatunforeseencircumstancesduringorafterthetimeoftheprojectionscould
haveasignificantbearingonthevalidityofthefinalprojections.
2.1Methodology
DemographicdatausedfortheanalysiswasobtainedfromEnvironmentalSystemsResearchInstitute,
Inc.(ESRI),thelargestresearchanddevelopmentorganizationdedicatedtoGeographicalInformation
Systems(GIS)andspecializinginpopulationprojectionsandmarkettrends.Alldatawasacquiredin
April2012(i.e.Source:ESRI;201204),andreflectsactualnumbersasreportedinthe2000and2010
Censusanddemographicprojectionsfor2015.TheboundariesforLeonCountywitha200mileradius
areshownbelowinFigure1.This200mileradiuswasusedbecause90%ofparticipantstravelto
sportingeventswithin200milesaccordingtopreviousstudiesperformedbyPROS.


Thefollowingparticipationtrendsarebothrecreationalandsportsfocused.Thisinformationis
providedtorecognizetrendsonamacrolevelinbothsportsandrecreation.
Thewhitepopulationasawholeparticipatesinawiderangeofactivities,includingbothteamand
individualsportsofalandandwaterbasedvariety;however,thewhitepopulacehasanaffinityfor
outdoornontraditionalsports.
EthnicminoritygroupsintheUnitedStatesarestronglyregionalizedandurbanized,withtheexception

HispanicandLatinoAmericanshavestrongculturalandcommunitytraditionswithanemphasisplaced
ontheextendedfamily,manytimesgatheringinlargerecreationalgroupswheremultipleactivities
gearedtowardsallagesegmentsofthegroupmayparticipate.Largegrouppavilionswithpicnicking
amenitiesandmultipurposefieldsareintegralinthecommunalpastimesharedbymanyHispanics.
UtilizingtheEthnicityStudyperformedbyAmericanSportsData,Inc.,anationalleaderinsportsand
fitnesstrends,participationratesamongrecreationalandsportingactivitieswereanalyzedandapplied
totherace/ethnicgroupsoftheCountythoseclassifiedaswhite,black,ofHispanic/Latinoorigin,and
Asian.
Aparticipationindexwasalsoreviewed.Anindexisagaugeoflikelihoodthataspecificethnicgroup
willparticipateinanactivityascomparedtotheU.S.populationasawhole.Anindexof100signifies
thatthesegmentparticipationisonparwiththegeneralpopulation;anindexlessthan100meansthat
thesegmentislesslikelytoparticipate,morethan100signifiesthegroupismorelikelytoparticipate.

thesocialaspect:peopleenjoywalkingandbikingtogether,andalthoughfitnessactivitiesaremainly
selfdirected,manycanofferadegreeofcamaraderie.
Walkinghasremainedoneofthetwomostparticipatedinactivitiesofthepastdecade.Walking
participationduringthelastyeardatawasavailable(2010),withareported114millionAmericans
walkedatleastonce.
Fromatraditionalteamsportstandpoint,basketballrankshighestamongallsportsintermsof
participatorybasewith26.3millionpersonsreportedlyparticipatingin2010.Twosportsexperiencing
participationandgrowtharelacrosseandtennisbothhaveseendoubledigitgrowthoverthepast
decade;lacrossehasoutrightexploded.Ultimately,thegreatestgrowthofparticipationinrecreational
activitieshasoccurredinactivitiesthathavelowbarrierstoentry,canbeundertakenwithinclose

Americansociety.Byteachingimportantvaluesofteamworkanddisciplinewhilestressingphysical
fitnessandahealthylifestyle,sportshavebeenthebuildingblockformanyAmericans.
Basketball,agameoriginatingintheU.S.,isactuallythemostparticipatedinsportamongthetraditional
“batandball”sportswithmorethantwentysixmillion(26.3million)estimatedparticipants.This
popularitycanbeattributedtotheabilitytocompetewithrelativelysmallnumberofparticipants,the
limitedamountofequipmentneededtoparticipate,andthelimitedspacerequirementsnecessarythe
lastofwhichmakebasketballtheonlytraditionalsportthatcanbeplayedatthemajorityofAmerican
dwellingsasadrivewaypickupgame.Interestingly,basketballparticipationrateincreasedbyalmost
10%from2009to2010(Figure7).
Since2007,lacrosseandothernichesportslikerugbyhaveseenstronggrowth.Basedonsurvey
findings,lacrosseisexperiencingcontinuedgrowthoverthepastdecade(218%)andoverthepastyear
(’09’10),lacrossehasgrown37.7%.From20072010Rubyhasgrown83.1%.Anothernoticeable
growthwasparticipationintennis;from20002010tennishasgrown45.7%.
Traditionalyouth“powerhouse”sportsincludingoutdoorsoccerandbaseballhavebothexperienced
declinesinparticipationoverthestudyperiod;however,thesheernumberofparticipant(14.5million
and14.0million,respectively)demandsthecontinuedsupportofthesesports.


overallparticipation:Baseball(up5.2%),Basketball(up9.6%),OutdoorSoccer(up2.8%),andTackle
Football(up1.6%)acrosstheUnitedStates.
OffHighwayMotorcycles(OHM)andATV’sarealsoshowinggrowingtrendsthroughoutthenation.

Amarketassessmentwasperformedtoidentifytheopportunitiesforasportscomplexorfacilityto
attractlarge,regionalandmultistateeventsasaneconomicdevelopmentprojectforLeonCounty.
4.2CompetitionAnalysis
AcompetitionanalysisforLeonCountywasanalyzedfromalocalperspectiveandaregional(200mile
radius)perspective.Facilitieswithsixormorefieldsthatincludedbaseballandsoftballfieldsand/or
soccer/multipurposefieldswereanalyzed.Facilitieswith6ormoreballfieldsand/orsoccer/multi
purposefieldsgenerallydrawsamoreadvancedrecreationalandcompetitivemarketthatisattracted
totournaments,instructional,andconsumerpreferenceorientationsforthegametheyliketoplay.
Also,theanalysislookedatindoorfacilitiesduetothelargenumbersofparticipantswhoplay
basketball,volleyball,cheerleading,indoorsoccer,andwrestling.Lastly,ATVparksintheregionwere
identified.
Acompetitorlevelrankingforeachfacilityasahigh,mediumorlowcompetitortotheLeonCountyarea
wasdetermined.TherankingwasestablishedbylocationfromLeonCounty,yearthefacilitywasbuilt,
improvements/renovationsmade,typeofregionalornationalcompetitionsheldatthesite,wasita
publicorprivatefacility,andamenitiesoffered.Fromthisanalysis,datawasgatheredtotheextentit
wasavailable.Amapwascreatedshowingthelocationofthecompetitorsandtheirprioritylevel
ranking.Figures2023listsimilarfacilitieswiththeirdistanceandlocationfromLeonCountyandthe
amenitiesoffered.
Therearemanyfactorsdesiredthatareimportanttosportsgroupswantingtoattendasportfacility

7.1OverviewofSiteSelection
TheTeamutilizedCountyprovidedGISdatatocreatemapsillustratingnaturalfeatures,growthpatterns,and
existinginfrastructurethathelpedinformanddrivethesiteassessmentprocess.TheTeamalsometwith
TallahasseeLeonCountyPlanningDepartmenttoobtaincurrentandprojectedpopulationsand
demographicsforaten(10)yearplanninghorizonandtoidentifyplanningconsiderationsthatshouldbe
takenintoaccountwhenselectingpotentialsites.
Duringthismeeting,thePlanningDepartmenthighlightedvariousissuesrelatedtogrowthintheregion.
Oneparticularlyimportantconsiderationincludedthetrendofresidentsmovingbackintotheurban
core.Thisprovidesincreasedopportunitytofurtherexpandalternativetransportationeffortsin
attempttoconnectdevelopmentnodesthroughpublictransportationandmultimodaltrailsystems
andtoprovideadditionalservicesandeconomicgeneratorswithintheUrbanServiceArea(USA).
AnotherkeyfactortoconsideristheCounty’sComprehensivePlan.PerthePlan,developmentis
limitedtowithintheUSAinkeepingwiththedesirefortheCityandCountytogrowinaneconomically
efficientandenvironmentallyresponsiblemanner,promotingfiscalresponsibilityandnaturalresource
preservation.AllbutthreeofthepotentialsitesarewhollycontainedwithintheUSA,withthosethree
exceptionsstraddlingtheUrbanServiceAreaboundaryedge.
Generallyspeaking,majorgrowthandredevelopmentopportunitiesareprimarilylimitedtotheurban
core,south,andeastsidesofthecounty.ApalachicolaNationalForestconstrainsgrowthintothe
southwestsideoftheCountywhilegrowthtothenorth/northwestisconstrainedbyseverallakes,such
asLakeJackson,CarrLakeandLakeIamonia,wetlands,andothernaturalfeatures.SeeFigure27fora
mapoftheCountyshowinggeneralfeaturesandgrowthconstraints.

SitesforconsiderationwereinitiallyidentifiedbyLeonCountyStaff,theprojectSteeringCommittee,
andtheConsultantteambasedonavailablepubliclands(keyCountyownedparcelsandother
propertiesheldbypublicentitiessuchasCityofTallahasseeandBlueprint2000),undevelopedprivate
sectorparcelsofadequatesize,potentialredevelopmentsites,andlocalrealestate/development
knowledge.
Upontheinitialsiteidentification,REIandWood+Partnerspreparedananalysisofdevelopment
suitabilitybycreatingamatrixthatratesvarioussitecriteriaaffectingthedevelopmentoftheproposed
facility.Thesecriteriaincludebutarenotlimitedtoconnectivitytocentraltransportationnetworks
(roads,transit,sidewalks/trails),adjacencytoexistingfacilitiesandservices,existingconditions
(topography,soils,vegetation,hydrology),andzoning.Potentialsiteopportunitiesalsotookinto
accounttherecommendedfacilitytypeinordertodeterminethemostfeasiblesitesforspecificfacility
developmentpotential.
Thematrixwasdevelopedbyevaluatingthepotentialsiteswithinfourdistinctcategories.Categories
includeConnectivity,Proximity,SiteFeatures,andEconomicDevelopment.Withineachcategoryare
specificcriteriauponwhicheachsiteisevaluated.ThefulllistofcriteriacanbefoundinFigure53.This
evaluationmethodprovidesameanstoeffectivelycomparetheviabilityanddevelopmentpotentialof
varioussites.Eachsiteisgivenaratingfromone(1)tofive(5)withwhichtorateeachcriterion;with
one(1)beingnotasdesirableandfive(5)beingthemostdesirable.Moredetailedinformation

Theurbanmodel(Figure43)utilizes100%ofthesitefordevelopment,accommodatingthe100,000SF

utilizeotherparkingvenuesthroughoutthedowntownareaand/ortakeadvantageofpublictransit
opportunities.Theareaallocatedforonsiteparkingcouldaccommodateaparkinggarageforincreased
parkingcapacity.
Thesuburban(Figure44)modelisbrokenoutintotwophaseswithPhase1containingthefieldhouse
(approximately100,000SF)andassociatedhardpaveparking(approximately300spaces),overflow
parking/practicefield(couldaccommodateapproximately200parkingspaces),andthestormwater
managementfacility.Althoughnotincludedintheopinionofprobablecost(Section7.11),thesuburban

recreationalactivityofsomekindatarelativelyhighrate(65%).Participationtrendsforbothsportsand
recreationareevaluatedbecausemanysportsparksaredevelopedinparksandarenotstandalone
facilities.Itisimportanttounderstandwhatthegeneralpublicisinterestedinparticipatinginaswell
becauseifamenitiesareaddedtoasitewhereasportscomplexislocateditprovidesstronglocal
supportforthesite.
Femaleparticipationrates,however,areslightlylowerthantheirmalecounterparts61%offemales

Thismaturefemaledemographicisoptingforlessteamorientedactivitieswhichdominatethefemale
youthrecreationalenvironment,insteadshiftingmoretowardsadiverseselectionofindividual
