REQUEST FOR PROPOSALS
OPERATION OF LIBRARY CAFE
The Hoover Public Library (“Library”) is requesting proposals for the operation of a café in the
Library Plaza. Sealed proposals for the operation of the café will be received by the Library from
the date this notice until 5:00 p.m. on Friday, December 5, 2025. Proposals should be delivered
either by mail or hand delivery to Hoover Public Library, ATTN: Amanda Borden – Library
Director, 200 Municipal Drive, Hoover, AL 35216. The outside of all proposals should be marked
with the following language: “PROPOSAL FOR OPERATION OF LIBRARY CAFÉ IN THE LIBRARY
PLAZA.” No proposals submitted by facsimile or after the deadline will be accepted.
An optional meeting to answer any questions regarding this request for proposals and to tour
the café area will be held at the Hoover Public Library at 10:00 a.m. on Wednesday, November
5, 2025, in the Library Plaza. Amanda Borden should be contacted at 205-444-7812 or

a time to tour the café area, provided there is schedule availability.
The Library’s mission is to be “more than a library” by serving as a central community gathering
space. We are seeking a café vendor who understands and supports this mission, with an
emphasis on providing high-quality service and fostering a welcoming environment. The Library
has designated space available for café operations and is seeking a vendor with a clear vision for
its use. Proposals that include innovative approaches to enhancing the café’s role in community
engagement and overall patron experience will be given strong consideration.
Approximately 400,000 patrons visited the Library from October 1, 2024 through September 30,
2025. The Library has a staff of 100 employees. The Library intends that the café provide its
patrons and employees with high quality fare at good value. The Library will provide the café
operator space which includes a kitchen and required utilities. A list of all equipment provided
by the Library is listed in the “General Provisions Related to Operation of Library Café” section
of this proposal. The successful proposal will be selected based on criteria in the “Evaluation
Process” section of the proposal.
The Proposal Instructions should be read carefully. Each proposal submission should respond to
all information requested in the Proposal Instructions. A proposal may be rejected by the Library
if the Proposal Instructions are not followed.
The Library reserves the right to waive any formality in any proposal, to reject any or all
proposals, and/or to select the café operator in any manner consistent with the law deemed in
the best interest of the Library. The Library also reserves the right to enter into any agreement
as a result of this Request for Proposals.

I. GENERAL INFORMATION ABOUT THE PROPOSAL PROCESS
A. INSTRUCTIONS FOR SUBMITTAL OF PROPOSALS
1. All proposal responses must be typed or written in ink. No faxed responses
will be accepted. Submitted proposals should be in strict compliance with
the requirements of the Request for Proposals and these Proposal
Instructions.
2. All proposals shall be sealed and the outside envelope of all proposals
should be marked with the following language: “PROPOSAL FOR
OPERATION OF LIBRARY CAFÉ IN THE LIBRARY PLAZA”.
3. Late proposals will not be opened.
4. The Library reserves the right to waive any formality or irregularity in any
proposal submitted, and to reject any or all proposals and to select an
operator of the café in any manner consistent with the law deemed in the
best interest of the Library. Further, the Library also reserves the right not
to enter into any agreement as a result of the Request for Proposals.
5. Operators submitting a proposal are expected to thoroughly examine and
be familiar with the proposal instructions and terms and conditions.
B. METHOD OF AWARD
1. The Library may select the operator of the café in any manner that is in the
best interest of the Library. The successful proposal shall be deemed as
having been selected upon the vote or resolution of the Hoover Public
Library Board (“Library Board”).
2. The operator selected by the Library Board to operate the café must, when
requested by the Library’s representative, enter into a written contract
with the Library within thirty (30) calendar days after presentation to the
operator for signature. In the case of such operator’s refusal or failure to
enter into a contract within thirty (30) calendar days of its receipt of formal
notice of selection, the Library may select another operator.
C. EVALUATION PROCESS
The Library Board has determined that in order to select the most advantageous
proposal to operate the café at the Library, comparative judgments of various
factors will be necessary. The food offered needs to be of high quality, with good

variety and good value. In addition, the successful proposal will be one whose
business plan for operation of the café demonstrates a thoughtful and realistic
projection of the associated revenue and expenses. The Library staff will also
evaluate the business and catering and/or restaurant background of each
proposal to determine that the operator can successfully provide the services
expected. Each operator that submits a proposal which qualifies will be
interviewed by an evaluation committee (“Committee”), and prepared samples of
proposed menu selections must be presented for evaluation by the Committee.
Proposals submitted will be evaluated using the following process:
1. Initial Evaluation
a. An initial evaluation of each proposal submitted will be conducted
by Library staff.
b. Proposals will be evaluated based on the comparative criteria with
each criterion being rated on the following scale:
1 point – Not advantageous
3 points – Advantageous
5 points – Highly Advantageous
c. The comparative criteria that each proposal will be evaluated upon
is as follows:
i. The proposed menu will be evaluated on its variety, quality,
and cost. Menus that demonstrate a broad selection of
items, high quality offerings, and reasonable pricing will be
considered highly advantageous. Menus that provide a
reasonable variety and quality of items at a reasonable cost
will be considered advantageous. Menus that lack variety,
demonstrate poor quality, or include items priced at a level
inconsistent with reasonable market rates will be
considered not advantageous.
ii. The vision for the café, including the proposed menu, food
presentation, and overall aesthetic, will be evaluated as
part of the selection process. Proposals that demonstrate a
strong alignment with the Library’s mission as a welcoming
community gathering space and that present food and
beverages in a visually appealing, high-quality manner will
be considered highly advantageous. Proposals that show

general alignment with the Library’s mission and provide a
reasonable level of quality and visual appeal will be
considered advantageous. Proposals that lack alignment
with the Library’s mission, or present food and beverages in
a manner that is of poor quality or inconsistent with the
Library environment, will be considered not advantageous.
iii. Operators or on-site managers with more than two (2)
years of experience in the food service industry will be
considered highly advantageous. At least one (1) year of
such experience will be considered advantageous. Less than
one (1) year of such experience will be considered not
advantageous.
iv. Operators with an on-site manager (including the operator
if applicable), who has successfully completed at least one
accredited food safety course or program will be rated
advantageous. Proposals with an on-site manager who has
completed additional food safety, and other food
management and/or food preparation courses will be rated
highly advantageous. Proposals with an on-site manager
who has not successfully completed a food safety course or
program will be rated not advantageous.
v. The proposed Cleaning and Maintenance Schedule will be
evaluated for compliance with all state health, sanitation
and safety standards and to determine whether it will lead
to the preservation of the Library provided space and
equipment in good working order. If the Schedule contains
basic health and sanitation practices and meets all safety
standards, the proposal will be rated advantageous. If the
Schedule does not contain sufficient safety standards or
basic health and sanitation practices, then the proposal will
be rated not advantageous.
vi. The proposed Business Operations Plan shall be evaluated
for financial adequacy and adequacy of service. Those Plans
presenting an exceptional degree of service, while making
sense financially and showing that the necessary capital is
available, will be rated highly advantageous. If the Plan
shows that the necessary start-up capital is available and
will provide appropriate service for the library's patrons,

the proposal will be rated advantageous on this criterion. If
the Plan fails to show that the necessary start-up capital is
available or is insufficient to provide appropriate service to
satisfy the needs of the Library's patrons, the proposal will
be rated not advantageous on this criterion.
d. Based on this initial evaluative criterion, each proposal will be
assigned a numerical ranking. Those operators whose submittals
are rated 18 or higher (or, at the Library’s option, the operators
possessing the three highest initial evaluation scores) will be
scheduled for final evaluation, which includes an interview and
tasting.
2. Final Evaluation
a. The final evaluation of those proposals advancing from the initial
evaluation stage will be conducted by the Evaluation Committee
(“Committee”). The purpose of the final evaluation stage is to
permit the Committee to discuss the operator's and on-site
manager's experience and qualifications in depth, to discuss any
other factors that would be beneficial to the Library, to evaluate
the operator’s and on-site manager's interpersonal skills,
dependability and flexibility, and to evaluate by tasting a
representative sampling of the food being proposed. Because of
the nature of the relationship between the café manager and
Library administrators, it is important that the Committee be able
to determine whether the operator and on-site manager will be
able to work with Library administrators on an on-going basis.
During the final evaluation, advancing operators will be
interviewed and shall be prepared to provide food items prepared
by such operator for tasting by the Committee as well as samples
of dishware, flatware and utensils that would be utilized in the café.
The Library will provide detailed instructions to each operator
concerning the final evaluation stage when notifying an operator
of its selection as a participant of the final evaluation process.
b. During the final evaluation stage, the results of the interview, the
tasting experience and the qualifications and experience of the
operator and on-site managers and any other factors that would be
beneficial to the Library will be evaluated according to the
following scale:

3 points – Advantageous
5 points – Highly Advantageous
c. The comparative criteria that each advancing proposal and
operator will be evaluated upon is as follows:
i. The quality of food products will be measured through the
tasting and by judging their appearance. Fresh and
appealing ingredients combined in appropriate proportions
with an excellent taste and visual appeal will be considered
highly advantageous. Those food products which are good
in taste and visual appeal will be considered advantageous.
Those which have poor taste and/or poor visual appeal will
be considered not advantageous.
ii. Operators and on-site managers who evidence excellent
interpersonal skills, dependability and flexibility will be
rated highly advantageous. Those evidencing an acceptable
level of interpersonal skills, dependability and flexibility will
be rated advantageous. Those not evidencing the requisite
qualities will be rated not advantageous.
iii. Based on the in depth discussion of the operator’s and on-
site manager’s experience and qualifications and any other
factors that would be beneficial to the Library, the proposal
will be rated according to the established numerical scale.
II. GENERAL PROVISIONS RELATED TO OPERATION OF LIBRARY CAFÉ
The café space in the Library shall be used by the operator selected for the sole purpose
of operating a café and shall be used in accordance with the following specifications:
A. Café Food Provided. The operator will provide Library patrons with a basic menu
of varied food and drinks. Operator will ensure that only the highest quality of
food is sold at the café.
B. Hours of Operation; Closing Dates. The Library will allow the café to operate
Monday through Thursday from 9 a.m. to 9 p.m., Friday from 9 a.m. to 6 p.m.,
Saturday from 10 a.m. to 6 p.m. and Sunday from 1 p.m. to 5 p.m. The café hours
will be determined by the café operator with approval by the Library Director. The
café will not be open on any days that the Library is closed. During special Library

events or during maintenance or construction within the Library, if the Plaza area
is closed to the public, then the café will not be accessible. The café operator will
be notified in advance of these events. (See Exhibit A for a list of the Holidays and
Plaza Closing Days for 2026.) The Library Board reserves the right to update the
list of closed days as necessary for the operation of the Library.
C. Access Allowed to Space. For purposes of food preparation, cleaning, etc., the
operator will be allowed access to the café space between the hours of 7:30 a.m.
and 9:30 p.m. Monday through Thursday, Friday between 7:30 a.m. and 6:30 p.m.,
Saturday between 9:00 a.m. and 6:30 p.m. and Sunday between 12:00 p.m. and
5:30 p.m.
D. Rent. The café will provide monthly, in-kind catering services to the Library in lieu
of rent in the amount of $600 per month or 5% of annual gross sales, less
applicable state and local taxes. For the first year of the agreement, the in-kind
services amount will be $600 per month. Thereafter, the annual gross sales shall
be calculated on the anniversary date of the lease signing and shall be calculated
based upon the annual gross sales for the immediately preceding twelve (12)
month period.
E. Utilities. Electricity, water and sewer will be provided by the Library at no extra
charge to operator.
F. Space Provided by Library. The Library will provide the café operator space that
includes a kitchen and service area (625 total square feet). The seating area for
the café will be part of the Library Plaza public area. The café seating area is limited
to café customers only, except during special events on the Plaza. The Library,
Library patrons and/or individuals permitted by the Library may use the seating
area adjacent to the café at times when the café is not operating. The operator
shall not be responsible for any damage to the premises caused by the Library or
such individuals or groups.
G. Equipment Provided by Library. The following equipment is installed in the café
operating space and will be available for use by the operator:

H. Additional Equipment. Any improvement/modification to the space or additional
equipment which the operator deems necessary to the operation of the café must
be provided at the expense of the operator and approved in writing in advance by
the Library Director. The Library reserves the right to perform any proposed
improvement/modification to the space with its own work crews. Any equipment,
fixture or appurtenance the installation of which requires a permanent alteration
to the building structure shall become the property of the Library upon expiration
or termination of the agreement. The Library may, at its discretion, allow the
operator to remove equipment, fixtures or appurtenances if the operator at its
own expense and to the Library’s satisfaction restores the building structure to its
condition prior to installation.
I. Dishware, Flatware and Utensils. The operator shall provide all required dishware,
flatware, paper goods and other utensils and appliances required for the serving
and consumption of the menu items. Commercial quality paper/plastic ware for
patrons’ use will be acceptable
J. Cleaning, Maintenance and Repairs. The Library shall be responsible for all
required maintenance contracts and repairs to the equipment provided by the
Library.
K. Signage. All signage and the location of all signage for the café must be approved
in advance by the Library Director
L. Café Employees and Standards. The operator will be responsible to hire and
supervise its own employees as required to prepare and serve the food it provides,
and shall be in charge of all the day to day operations of the café, including, but
not limited to the ordering and preparation of food, oversight of the area where
the food is to be consumed, and cleaning of the café kitchen and food preparation
area, the immediate café seating area and front café area. All café employees must

maintain an excellent public service attitude. Service should be timely, attentive
and friendly. Food and beverage orders will be taken promptly and in a friendly
and courteous manner. Each café employee shall be clean, neat and well
groomed; be free from offensive body odor; and not wear excessive amounts of
fragrance.
M. On-site Manager Required During Peak Operating Hours. A qualified on-site
manager must be present during all peak operating periods of the café. Peak
operating hours will be determined by the Library based on the average
attendance as recorded by the Library’s patron counter and scheduled special
events and programs for the Library.
N. Licenses; Compliance with Laws. The operator will obtain at its sole expense all
local, state or federal licenses and/or approvals necessary for its operation of a
café in the premises, including, but not limited to, a City of Hoover business
license, and shall maintain such licenses/approvals throughout the time it uses the
premises pursuant to this specification. The operator will comply with all local,
state and federal laws and ordinances in operating the café. All food code
regulations will apply to this facility and high health department inspection ratings
are required.
O. Right to Use; No Interference with Library Operations. The operator shall have no
right to use the premises except during those hours described above or as
specifically permitted by the Library Director. The café operation shall not
interfere with the normal operations of the Library.
P. Catering Opportunities. The operator may have opportunities to cater Library
events but will not have exclusive rights to catering of Library events.
Q. Contract Term. The initial term of the contract resulting from this proposal will be
for three (3) years and shall automatically extend for one (1) additional year
periods thereafter unless either party notifies the other to terminate the contract
at least sixty (60) days prior to the expiration of the then-current term.
R. Termination of Contract. The Library Board may terminate such contract at any
time and for any reason (including for its own convenience or for cause) upon
giving sixty (60) days written notice to the operator, including but not limited to,
failure to provide required in-kind catering services, failure to have any necessary
local, state or federal licenses and/or permits, failure to comply with any local,
state or federal regulations pertaining to food establishments of this type, and
failure to promptly correct any use of the premises which conflicts with the
Library's use. In the case of a termination for cause, the Library shall give the

operator a written notice of termination stating the basis of the termination,
effective thirty (30) days after the Operator's receipt of such termination notice.
The Operator shall have the right to cure the for-cause termination within ten (10)
days of receipt of the termination notice.
S. Insurance. Before beginning operations, the operator must provide certificate(s)
of insurance listing the City of Hoover and Hoover Public Library as additional
insureds. These certificates shall contain a provision that coverage afforded under
the policies will not be canceled until at least thirty (30) days prior written notice
has been given to the Library and the City of Hoover. The insurance coverage shall
be maintained throughout the term of the contract resulting from this proposal
and any extensions thereto. Nothing contained in these insurance requirements
is to be construed as limiting the operator’s responsibility for any and all damages
resulting from his operations under the contract.
The categories of insurance that the operator shall be required to obtain and
maintain for the full length of the contract and any extensions thereto are as
follows:
1. COMMERCIAL GENERAL LIABILITY, including products liability,
contractual and broad form vendor’s coverage, shall protect the operator from
any claims for bodily injury, for sickness or disease, for death, for personal injury,
and for property damages which may arise either directly or indirectly out of, or
in connection with, the performance of work under the contract. The minimum
limits of coverage shall be as follows:
CSL $1,000,000 each occurrence; $2,000,000 aggregate
2. AUTOMOBILE. If any automobiles are owned by the company, then
evidence of Commercial Automobile Liability shall be provided as follows:
Commercial Automobile Liability coverage shall protect the operator performing
work under the contract from any claims for bodily injury, death, or property
damages which may arise either directly or indirectly out of, or in connection with,
the performance of work under the contract. The minimum limits shall be as
follows:
CSL $1,000,000 each occurrence
3. WORKER’S COMPENSATION AND EMPLOYER’S LIABILITY INSURANCE shall
be in strict accordance with the requirements of the applicable Worker’s
Compensation Laws of the state of Alabama. The insurance shall cover all the
operator’s employees. Required limits of coverage are as follows:

Worker’s Compensation: Statutory
Employers Liability: $1,000,000 each accident
$1,000,000 disease each employee, and
$1,000,000 disease policy limit
The inclusion of minimum limits shall not be interpreted as limiting the operator’s
responsibility to provide contractual coverage of sufficient amount.
4. INDEMNIFICATION. The operator shall hold harmless, indemnify and
defend the City of Hoover, Hoover Public Library, the elected officials, any and all
boards of the city, whether independent or dependent, and each of their officers,
agents and employees from and against all loss of expense (including costs and
attorneys’ fees) by reason of any or all suits, actions or claims of any character,
name or description brought for or on account of any injuries or damages received
or sustained by any person or persons, by any property, or by the operator or any
of its employees, any subcontractor, anyone directly or indirectly employed by any
of them, or by anyone for whose acts any of them may be liable as a consequence
of any action of the operator or actions of his employees, any subcontractor,
anyone directly employed by any of them, or by anyone for whose acts any of
them may be liable in connection with the execution of the work, or by or on
account of any claim arising from any amounts recovered.
5. WAIVER OF SUBROGATION: The operator shall waive all subrogation rights
against the City of Hoover and Hoover Public Library for all claims or actions
covered by the operator’s Commercial General Liability coverage and Worker’s
Compensation coverage.
III. CAFÉ PROPOSAL REQUIREMENTS
A. To be responsive, the proposal submitted by an operator must be submitted on
the attached proposal form and incorporate the following elements:
1. Proposed Menu. Each proposal shall include a proposed menu, including
prices to be charged. The Library encourages vendors to present a menu
that reflects the style and strengths of their business, whether that be a
full-service café or a focus on bakery and beverages. We welcome
innovative ideas that make effective use of the Library space and enhance
the experience of our patrons.
2. Proposed Dishes and Flatware. Proposed dishes and utensils for serving
the food and drinks should be specified.

3. Experience and Qualifications. Each proposal shall include a description of
the qualifications and food service experience of the operator and on-site
manager, if different. The operator or on-site manager would ideally have
at least two (2) years of experience managing a food service operation. A
description of all food safety, management and/or preparations courses or
programs attended by the operator or the onsite manager should be
provided, including certificates and degrees awarded.
4. Proposed Cleaning and Maintenance Schedule. Each proposal shall include
a schedule of routine cleaning of the café area (including seating and
kitchen areas) on a daily, weekly and monthly basis. The operator will also
be expected to provide (i) regular service, cleaning, maintenance and all
repairs for the equipment provided by the café operator and (ii) regular
cleaning of the equipment provided by the Library and a written record of
such cleanings to the Library on an annual basis.
5. Proposed Business Operations Plan. Each proposal shall include the
operator’s projected business plan for operation of the café. Areas covered
by the plan should include at a minimum the following:
a. Proposed plan of operation in such areas as staffing and standard hours
of operation;
b. Detailed projection of start-up costs (Prior to award of a contract the
operator may be required to demonstrate the availability of sufficient
capital to defray start-up costs);
c. Projected operating expenses in the categories of staff, food and
staples, paper and other consumables, and other routine operating
expenses; and
d. Projected sales revenue.
6. References. A minimum of three (3) business references should be
submitted from individuals in a position to observe the operator in related
work.
IV. CONTRACT
A contract will be entered into with the operator deemed by the Committee and the
Library Board to have submitted the best proposal taking into consideration all of the

listed comparative criteria. The terms of the contract shall be in accordance with this
Request for Proposals.

PROVIDING COFFEE SHOP/CAFÉ OPERATIONS. INCLUDE A DESCRIPTION OF ALL FOOD
SAFETY, MANAGEMENT AND/OR PREPARATIONS COURSES OR PROGRAMS
ATTENDED BY THE ONSITE MANAGER, INCLUDING CERTIFICATES AND DEGREES
AWARDED.
2. PROVIDE A CONCEPT FOR OPERATION OF A COFFEE SHOP/CAFÉ AREA IN THE
LIBRARY, INCLUDING AT LEAST THE FOLLOWING:
a. A proposed menu, including prices to be charged.
b. Proposed dishes and utensils for customer food and drinks.
3. WHAT STANDARDS DO YOU HAVE FOR ENSURING A QUALITY-RUN OPERATION?

LIBRARY CAFÉ WILL BE STAFFED WITH QUALIFIED EMPLOYEES?
6. DESCRIBE THE EXPERIENCE, QUALIFICATIONS AND BACKGROUND OF YOUR ON-SITE
MANAGER IN PROVIDING COFFEE SHOP/CAFÉ OPERATIONS. INCLUDE A
DESCRIPTION OF ALL FOOD SAFETY, MANAGEMENT AND/OR PREPARATIONS
COURSES OR PROGRAMS ATTENDED BY THE ONSITE MANAGER, INCLUDING
CERTIFICATES AND DEGREES AWARDED.
7. PROVIDE A COPY OF OPERATOR’S PROPOSED BUSINESS OPERATIONS PLAN FOR
OPERATION OF THE CAFE, INCLUDING THE FOLLOWING AT A MINIMUM:
a. Proposed plan of operation in such areas as staffing and standard hours
of operation;
b. Detailed projection of start-up costs (Prior to award of a contract the
operator may be required to demonstrate the availability of sufficient
capital to defray start-up costs);
c. Projected operating expenses in the categories of staff, food and staples,
paper and other consumables, and other routine operating expenses;
and
d. Projected sales revenue.
D. REFERENCES.
A minimum of three (3) business references should be submitted from individuals in a
position to observe the operator in related work.

within the state of Alabama; and (ii) that the Hoover Public Library may declare any
contract resulting from this proposal as void if this certification is false. I also certify that

any necessary corporate action to operate such a café. I understand that the operation of a
café in the Hoover Public Library is subject to all instructions, conditions, specifications, and
