REGULATIONSFOR
“BARBERSHOPS,HAIRDRESSING,COSMETOLOGYSHOPSANDNAILSALONS
BACKGROUND
TheStateofConnecticuthaspassedlegislationconcerninglicensingandinspection
oversightofBarbershops,Hairdressing,CosmetologyshopsandNailSalons.The
purposeofthisDistrictRegulationistoprovidespecificcriteriaforsuchinspectionsand
licensing.
AUTHORITY
TheseRegulationsareauthorizedpursuanttoSec.19a231oftheConnecticutGeneral
Statutes.
SECTION1DEFINITIONS
(a) “Barbering”includesthefollowingdescribedpracticeswhenperformedbya
barberlicensedintheStateofConnecticut,uponthehead,face,scalporneck
forcosmeticpurposesonly:
(1) Thecutting,trimming,orshavingofthehair.
(2) Singeing,shampooing,dyeing,coloringorstylingofthehair.
(3) Theapplicationofcosmeticpreparations,hairtonics,antiseptics,
powders,oils,clays,creamsorlotions.
(4) Givingfacialandscalpmassageortheapplicationofoils,creams,lotions
orotherpreparations,eitherbyhandormechanicalappliances.
(b) Barbershop”anyestablishmentengagedinthepracticeofbarberingfor
thepublic.
(c) “ChangingRoom”Aseparateanddiscretearea,notatoiletfacility,where
patronsmaychangefromtheirclothestoagownpriortoreceivingservices.
(d) “DirectorofHealth”TheDirectorofHealthofLedgeLightHealthDistrictor
his/herdulyauthorizedrepresentative.
(e) “HairdressingandCosmetology”includesthefollowingdescribedpractices
performedbyalicensedhairdresser/cosmeticianintheStateofConnecticut
uponthehead,face,scalp,arms,hands,body,legsandfeetforcosmetic
purposesonly.
(1) Dressing,arranging,curling,waving,weaving,cutting,singeing,
relaxing/straightening,bleachingandcoloringhair.
(2) Treatingthescalp,face,neckandarmsbymassaging,cleansing,
exercising,stimulatingormanipulating,withthehands,mechanical
appliances,orwater.
(3) Applicationofcosmetics,preparations,antiseptics,tonics,lotions,
creams,powders,oils,clays,sprays,oranyproductpertainingtothe
skin.
(4) Manicuringfingernailsofthehandand,forcosmeticpurposesonly,
trimming,filingandpaintingthehealthytoenailsofthefeet,excluding
cuttingnailbeds,corns,calluses,orothermedicaltreatmentinvolving
thefootorankle.
(f) “HairdressingorCosmetologyShop”anyestablishmentengagedinthe
practiceofhairdressing,cosmetology,orbarberingforthepublic.
(g) “MobileWorkStation”Amodularspacewhichcanbeusedformultiple
purposesthroughtheuseofmobileequipment.
(h) “NailTechnician”meansaperson,whoforcompensation,cuts,shapes,
polishesorenhancestheappearanceofthenailsofthehands,includingbut
notlimitedto,theapplicationandremovalofsculpturedorartificialnails.
(i) “NailSalon”Meansanindoorestablishment,kiosk,orsiteregardlessof
duration,thatoffers,provides,permitsorallocatesspaceforthemanicuring
offingernailsandpedicuringoftoenailsorenliststouseofchemicalswhich
includebutisnotlimitedtoresins,plasticizers,solvents,pigments,creams,
emollients,adhesives,paintsorcompressedairbrushequipmentforthe
purposetreating,painting,repairing,andenhancingofthehumanfingernails
andtoenails.
(j) “Operator”Anoperatorisanyperson,including,butnotlimitedto,a
licensedhairdresser/cosmeticianorbarber,orunlicensedpersonwhois
performingtasksallowedunderthescopeofthisCodeandthePublicHealth
CodeoftheStateofConnecticut.
(k) “OtherServices”Thefollowingdescribedpracticescanbeperformedbyan
unlicensedindividualunderthesupervisionofalicensed
hairdresser/cosmeticianintheStateofConnecticut:
(1) Manicuringnailsofthehands.
(2) Performingfacials.
(3) Shampooingofthehair.
(4) Eyebrowarching.
(5) Braidinghair.
(l) “ShampooStation”Ashampoostationconsistsofashampoobowl(sink)
andashampoochair.
(m) “WorkingAreaAworkingareaisdefinedasaseparateroomwithmore
thanoneworkstation,oraprivateroomsetasidetoserveonecustomerata
time.
(n)“WorkStation”Aworkstationisdefinedasachair,countertopandfloor
spacesetasideforthepurposeofservingacustomer,includingfloorspace
fortheoperatortostandwhileservingthecustomer.
SECTION2PLANREVIEWANDPREOPRATIONINSPECTIONS
(a) Nobarbershop,hairdressing,cosmetologyshopand/ornailsalonhavinga
permanentlocationshallberelocated,constructed,remodeledorextensively
altered,norshallastructurebeconvertedtouseasabarbershopor
hairdressingand/orcosmetologyshop,exceptinaccordancewithplansand
specificationsapprovedbytheDirectorofHealth.
(b) Properlypreparedplansdrawntoascaleofnotlessthan¼":1',and
specificationsforsuchconstruction,remodelingoralterationshallbe
submittedtotheDirectorofHealth,orauthorizedagent,forreviewand
approvalbeforerelocation,construction,remodeling,alteration,or
conversionisbegun.Theplansandspecificationsshallindicatetheproposed
layout,arrangementandconstructionmaterialsofworkareasandthetype
andmodelofproposedfixedequipmentandfacilities.Theplansand
specificationsshallbesubmittedwithformsfurnishedbytheDirectorof
Health.TheDirectorofHealthshallapprovetheplansandspecificationsif
theymeettherequirementsofthischapterandthePublicHealthCodeofthe
StateofConnecticut.
(c) Priortothebarbershop’s,hairdressing,cosmetologyshopand/ornailsalon’s
opening,theDirectorofHealth,orauthorizedagent,shallconductapre
operationalinspectiontodeterminecompliancewiththeapprovedplansand
specificationsandwiththerequirementsofthischapterandthePublicHealth
CodeoftheStateofConnecticut.
SECTION3LICENSE
(a) Nopersonshallmaintainoroperateanybarbershoporhairdressing,
cosmetologyshopand/ornailsalonwithouthavingavalidlicenseissuedby
theDirectorofHealth.Onlyapersonwhocomplieswiththerequirementsof
thepublichealthcodeandtheseregulationsshallbeentitledtoreceiveor
retainsuchalicense.Anindividualcontractorrentingspaceinanybarber,
hairdressing,cosmetologyshopand/ornailsalonshallreceiveandretaina
validlicense.
(b) ApplicationforalicenseshallbemadeonformsfurnishedbytheDirectorof
Health,whereintheapplicantshallstatehis/hername,address,theaddress
oftheplaceofbusiness,givesuchotherpertinentinformationastheDirector
ofHealthmayrequireandaffixhis/hersignaturetotheapplication.All
licensesarevalidforone(1)yearfromthedateofissuance.
(c) Nolicenseshallbegrantedtoanyindividualtooperateabarbershopor
hairdressingshopunlesssuchpersonhasbeenlicensedasabarberor
hairdresser/cosmeticianforatleasttwo(2)years.
(d) Everyapplicantforalicensetooperateabarbershoporhairdressing,
cosmetologyshopand/ornailsalonshallpayanannuallicensefeeofone
hundreddollars($100.00).
(e) Nolicenseshallbeissuedorreneweduntilacompletedapplicationhasbeen
submitted,thelicensefeehasbeenpaidandtheapplicant’sbarbershopor
hairdressingand/orcosmetologyshopmeetstherequirementssetforthin
thisregulationandallotherapplicablestateandlocalregulations.
(f) Licensesshallbevaliduntiltheexpirationdateindicatedonthelicenseunless
suspendedorrevokedbytheDirectorofHealth,oruntilsuchtimeasthe
facilitychangesowners,closes,orgoesoutofbusiness.
(g) Licensesshallnotbetransferablefrompersontopersonorfromlocationto
location.
(h) TheDirectorofHealth,orhis/heragent,afterproperidentification,shallbe
permittedtoenter,duringnormaloperatinghours,anyportionofanybarber,
hairdressing,cosmetologyshop,and/ornailsalonforthepurposeofmaking
inspectionstodeterminecompliancewiththischapterandthePublicHealth
CodeoftheStateofConnecticut.
(i) Atemporarylicensetooperateabarber,hairdressing,cosmetologyshop
and/ornailsalonmaybegrantedforaperiodnottoexceedfourteen(14)
calendardays.Atemporarylicensewouldberequiredforconductingapublic
demonstration,afundraisingeventorapublicconvention.
SECTION4ANNUALINSPECTIONS
Onanannualbasis,theDirectorofHealth,orauthorizedagent,shallinspecteach
barbershop,hairdressingand/orcosmetologyshopandshallmakeasmany
additionalinspectionsasarenecessaryfortheenforcementofthisregulationand
theapplicablesectionsoftheConnecticutPublicHealthCode.
SECTION5LICENSESUSPENSIONANDREVOCATION
(a) Failuretocomplywiththeprovisionsofthisregulationand/orthe
ConnecticutPublicHealthCodeshallbegroundsforrevocationorsuspension
ofanylicenseissuedundertheprovisionsofthischapter.
(b) IntheeventthattheDirectorofHealthfindsunsanitaryconditionsinthe
operationorifaviolationorsetofviolationsappearsonmorethanone(1)
consecutiveinspectionreport,theDirectorofHealthmayimmediatelyissuea
writtennoticetothelicenseholder,orpersonincharge,citingsuch
conditions,specifyingthecorrectiveactiontobetakenandtimeframewithin
whichactionshallbetaken.Ifcorrectionisnotmadeintheallottedtime,the
licensemayberevokedorsuspended.
(c) Pursuanttosection19a206oftheConnecticutGeneralStatutes,theowneror
occupantofsuchproperty,orboth,shallbesubjecttoacivilpenaltyof
$250.00perdayforeachdaysuchnuisanceismaintainedorsuchfilth
allowedtoremainafterthetimefixedbytheDirectorofHealthhasexpired.
(d) TheDirectorofHealthmaysuspend,withoutwarning,priornoticeorhearing,
anylicensetooperateabarbershoporhairdressingand/orcosmetology
shop,
(1) iftheoperationconstitutesanimminenthazardtopublichealth,or
(2) iftheowner,operatororpersoninchargehasinterferedwiththe
performanceoftheDirectorofHealth’sduties.
(e) Animminenthealthhazardshallinclude,butisnotlimitedto,anyoneofthe
following:
(1) Anongoingoutbreakofaninfectious,pathogenicortoxicagentcapable
ofbeingtransmittedtoconsumers;or
(2) theabsenceofpotablewater,suppliedunderpressure,inaquantity
which,intheopinionoftheDirectorofHealth,iscapableofmeetingthe
needsofthefacility;or
(3) asewagebackupintothefacility,
(4) anunlicensedindividualperformingproceduresrequiringlicensureby
thePublicHealthCodeoftheStateofConnecticut.
(f) Suspensionshallbeeffectiveimmediatelyupondeliveryofthewrittenorder
tothelicenseholderorpersoninchargeofthefacilitybytheDirectorof
Health.Whenalicenseissuspended,allcosmetologyoperationsshallcease
immediatelyandshallnotresumeuntilwrittenapprovaltoresumehasbeen
issuedbytheDirectorofHealth.TheDirectorofHealthshallremovea
suspendedlicensefromthepremises.
(g) Whenalicenseissuspended,theholderofalicense,orthepersonincharge,
shallbenotifiedinwritingofthesuspension,andanopportunityforahearing
willbeprovidedifawrittenrequestforhearingisfiledwiththeDirectorof
Healthbytheholderofthelicensewithinfortyeight(48)hours.TheDirector
ofHealthmayendthesuspensionatanytimebygivingwrittennoticetothe
licenseholderifreasonsforsuspensionnolongerexist.
(h) Uponreceivingarequestforahearing,theDirectorofHealthshall
immediatelyexaminethemeritsofsuchsuspensionandmayvacate,modify
oraffirmsuchsuspension.
(i) ConnecticutGeneralStatutesSec.19a229states“Anypersonaggrievedby
anorderissuedbyatown,cityorboroughdirectorofhealthmayappealto
theCommissionerofPublicHealthnotlaterthanthreebusinessdaysafter
thedateofsuchperson’sreceiptofsuchorder,whoshallthereupon
immediatelynotifytheauthorityfromwhoseordertheappealwastaken,and
examineintothemeritsofsuchcase,andmayvacatemodify,oraffirmsuch
order.”
SECTION6LICENSEREVOCATION/NONRENEWAL
(a) TheDirectorofHealth,afterprovidingopportunityforhearing,mayrevokeor
refusetorenewthelicenseofanypersonforseriousorrepeatedviolationsof
anyoftheprovisionsofthisCode,orforinterferencewiththeDirectorof
Healthintheperformanceofofficialdutiesorforcaseswherethelicenseto
operatehasbeenobtainedthroughnondisclosure,misrepresentationor
intentionalmisstatementofamaterialfact.
(b)Priortorevocationornonrenewal,theDirectorofHealthshallnotifythe
licenseholder,orpersoninchargeatthefacilityofthespecificreason(s)for
suchrevocationornonrenewal,andthatlicenseshallberevokedornot
renewedattheendoften(10)calendardaysfollowingserviceofsuchnotice,
unlessawrittenrequestforhearingisfiledwiththeDirectorofHealthbythe
holderofthelicensewithinfortyeight(48)hoursofsuchnotice.Ifno
requestforahearingisfiledwithinfortyeight(48)hoursofsuchnotice,the
revocationornonrenewalbecomesfinal.TheDirectorofHealthshall
removearevokedlicensefromthepremises.
SECTION7LICENSEREINSTATEMENT
(a) Suspension
Wheneveralicensehasbeensuspended,theholderofthesuspendedlicense
maymakewrittenrequestforlicensereinstatement.Withinten(10)days
followingreceiptofawrittenrequest,includingastatementsignedbythe
applicantthat,inhisopinion,theconditionscausingthesuspensionhave
beencorrected,theDirectorofHealthshallmakeareinspection.Ifthe
DirectorofHealthdeterminesthattheapplicanthascompliedwiththe
requirementsofthisRegulationandtheStatePublicHealthCode,thelicense
shallbereinstatedandreturnedtothelicenseholder.
(b) Revocation/Nonrenewal
Afteraperiodofsixty(60)daysfromthedateofrevocationorrefusalto
renew,awrittenapplicationmaybemadefortheissuanceofanewlicense.
Thisapplicationwillbetreatedasanewapplication.Theannualfeeofone
hundred($100.00)dollars,allappropriateprocedures,andinspectionswillbe
required,includingaplanreview.
SECTION8HEARINGS
TheDirectorofHealthshallconductthehearingsprovidedforinthischapteratatime
andplacedesignated.TheDirectorofHealthshallsummarizetheproceedingsofsuch
hearingsandprovidesufficientcopies.TheDirectorofHealthshallmakeafinalfinding
baseduponthecompletehearingrecord,andshallsustain,modifyorrescindanynotice
ororderconsideredinthehearing.TheDirectorofHealthshallfurnishawrittenreport
ofthehearingdecisiontothelicenseholderwithten(10)calendardaysofthehearing
date.
SECTION9SERVICEOFNOTICESORORDERS
AnoticeororderprovidedforinthisRegulationisproperlyservedwhenitisdelivered
tothelicenseholder,orpersonincharge,orwhenitissentbyregisteredorcertified
mail,returnreceiptrequested,tothelastknownaddressoftheholderofthelicense.A
completedandsignedinspectionreportshallconstituteawrittennotice.
SECTION10SPECIFICSTANDARDSANDREQUIREMENTS
EQUIPMENTANDFACILITIES
(a) WaterSupply
Anadequatesupplyofhotandcoldrunningwater,atpropertemperatures,
fromamunicipalorapprovedprivatesourceshallbeprovidedforservicefor
customers,cleanlinessofemployeesandforwashingfloors,walls,ceilingand
equipment.
(b) Hotwateratanyfaucetshallnotexceed110F.
(c) WasteDisposal
Wastewaterfromallplumbingfixturesshallbedischargedintomunicipal
sewersorapprovedsubsurfacesewagedisposalsystems.Oils,greases,
industrial/commercialwastes,toxicchemicalsandwastewaterthatisnot
sewage,asdefinedinPublicHealthCodeSection1913B103b(a),shallnot
bedischargedtoasubsurfacesewagedisposalsystem.
Mineraloilandchemicalladenswabsorclothshallbeplacedinametalcontainerwitha
foot‐ actuatedcover.Theuseofmineraloilsshallbecloselysupervised.Allwaste
receptaclesshallbeemptiedatleastonceperworkshiftorsoonerasneeded.Allwaste
materialsfromnailsalonworkstationsshallberemovedfromthepremisestooutside
garbagedisposalbeforeclosingofestablishmentforthebusinessday.
(d)PlumbingFixtures
(1) Plumbingfixturesshallbeofimperviousmaterialandofatype,whichiseasily
cleanable.Theyshallbefreefromcracksandfromparts,whicharenotreadily
accessibleforcleaning.Theyshallbeofatypethatdoesnotconstituteahazardto
publicwatersupplythroughbacksiphonage,orcrossconnection.
(2) Allplumbinginstallationandfixturesshallconformtoapplicablebuildingand
plumbingcodes.
(3) Thereshallbeatleastoneshampoostationforeachthreeworkstations.
(4) Shampoobowlsshallbeusedforbarbering,hairdressingandcosmetologywork
only.
(5) Autilitysinkshallbeprovidedforpropercleaningofsurfacesandequipment.
(6) Atleastone(1)handwashfacilityshallbelocatedineachprivatetreatmentroom
andineachworkareainordertoprovideforproperhandwashingbeforeeach
customer.
(7) Amopsinkmustbeprovidedforcleaningthefacility.Thosepremisesinoperation
priortoJanuary1,2006areexemptfromthisrequirement.
(e)Floors

Floorsshallbenonporousandofsuchconstructionastobeeasilycleaned.Floorswhere
tintingorshampooingisperformed,orwherechemicalsforbleachinghairareused,shall
havehardandwashablesurfaces.Floorsshallbekeptcleanandingoodrepair.If
carpetingorsimilarmaterialisusedforfloorcovering,itshallbeofalightcolorwitha
singlelooppileofnotmorethanonefourth(1/4)inchinheight.Suchfloorcoveringshall
bekeptcleanbyvacuumingatleastdailyandshampooingatleastonceannuallyand
morefrequentlyifthecoveringisnotclean.
(f) Lighting
Lightingfixturesshallbeinsufficientnumberandproperlyplacedsoastoprovide
adequateillumination.
(g) ProcessVentilation
(1) Theshopshallbeproperlyandadequatelyventilatedsoastoremovechemicalvapor
emissions,excessheat,andodors.Salonventilationshallcomplywithstateandlocal
buildingcodesandordinances.
(2) Nailsalonsusingnailpolishes,enamels,basecoats,hardeners,andchemicalsolvents
aredeemedtocreateindoorvaporemissionsandshallnotpollutenornegatively
affecttheindoorairqualityofadjacentpremises.
(3) Indoorvaporemissionsfromsolventsandpolymersincluding,butnotlimitedto,ethyl
acetates,butylacetate,butylstearate,acetone,xylene,toluene,acetone,ethanol,
methanol,glycolethers,andmethylethylketone,ofanypartspermillion(ppm)
concentration,shallbecontrolledbylocalexhaustventilationsystemstoremovethe
contaminatingagentatthesource.Dischargeshallbetotheoutsideandshallnotbe
recirculatedintoanyspace.Thesource,forthepurposeofthissection,shallmean
vaporemissionsoriginatingatthenailtechnicianworkstations.
(h) Cabinets
Cabinetsshallbeprovidedforstorageofcleanlinen,towels,blanketsandgowns.They
shallhavetightfittingdoorsthatshallbekeptclosedtoprotectthelinen,towels,
blanketsandgownsfromdustanddirt.
(i) ReceptacleforUsedTowelsandGowns
Acoveredreceptacle,whichcanbereadilyemptiedandcleansed,shallbeprovidedand
maintainedinasanitarymanner.Chemicallysoiledtowelsandlinensshallbestoredin
fireretardantcontainers.
(j) Refuse
Coveredcontainersforhairdroppings,paperandotherwastematerialshallbeprovided
andmaintainedinasanitarymanner.
(k) ToiletFacilities
(1) Adequatetoiletfacilitiesandhandwashsinksmustbeprovidedforcustomersand
employees.Suchfacilitiesandwashbasinsshallbekeptcleanandinworkingorder.

 (2) Hairdressingsalonsmustprovideatleastone(1)changingroomforpatronsinany
salonwheretherearefive(5)ormorestations.Aminimumnumberofone(1)
changingroomshallbeprovidedforpatronsforeachten(10)workstationsinthe
salon.Changingroomsshallbeequippedwithacoveredreceptacleforsoiledgowns.
ThosepremisesinoperationpriortoJanuary1,2006areexemptfromthis
requirement.
 (3)Adequateandconvenientlylocatedhandwashingfacilitiesshallbeprovidedwithhot
andcoldrunningwater,asanitarysoapdispenserandsingleusetowelsfor
customersandemployees.
(4)Theuseofcommonsoapformorethanone(1)personisprohibited.
(5)Acoveredrefusereceptacleshallbeprovidedintheladies’room.
(l) WorkStations
(1) Chairsinworkstationsshallbeatleastfiftyfour(54)inchesapart,centertocenter.
ThosepremisesinoperationpriortoJanuary1,2006areexemptfromthis
requirement.
(2) Atwo(2)footwideworkspaceshallbemaintainedbehindeachchairforthe
operator.ThosepremisesinoperationpriortoJanuary1,2006areexemptfromthis
requirement.
(3) Three(3)footwideaislesthatareseparateanddiscretefromworkareasshallbe
maintainedthroughouttheshop.
(4) Nohairdryersshallbeplacedinanywaitingroomorencroachontherequiredthree
(3)footwideaislespace.
(5) Mobilestationsmustbedesignedtoprovidethesameworkspaceandseparating
distancesasfixedstations.Foramobilestation,itisassumedthatthedryercanbe
accommodatedintheworkspacedesignatedfortheoperator.
(6)Extractionofemissionsfromnailtechnicianworkstationsshallbeaccomplishedby
ventedmanicuretablesdesignedforthatpurposeorvaporextractionsystemsin
accordancewithSection10(g)(1)and(3)ofthisordinance.Thosepremisesin
operationpriortoJanuary1,2006areexemptfromthisrequirementexceptthatthe
DirectorofHealthmayorderthecorrectionofnuisanceconditionsshouldthey
occur.
  (m)BarbershoporHairdressingand/orCosmetologyShopinResidence
(1) Abarbershoporhairdressingand/orcosmetologyshoplocatedinaresidencemust
beconfinedtoaseparateroom,separatedwithceilinghighpartitionsandprovided
withadoortobeclosedatalltimes.
(2) Theareawithinahomeoperatedasabarbershoporhairdressingand/or
cosmetologyshopmustbeequippedwiththefacilitiesandinstrumentsrequiredin
allsuchestablishments.

SECTION11MAINTENANCEANDOPERATION
(a) GeneralCleanliness
(1) Thelicenseeofeverybarbershoporhairdressingand/orcosmetologyshopshall
keepitinacleanandsanitaryconditionatalltimes.
(2) Nohairdroppingsshallbeallowedtoaccumulateonfloors.Hairdroppingsshallbe
removedfrequentlyandassoonaspossible,insuchamannerasnottocause
objectionableconditions.
(b) Walls,CeilingandFixtures
(1) Ceilingsshallbekeptingoodrepair,andcracksinwalls,especiallyaround
baseboards,shallbefilledinsoastopreventtheharboringandbreedingofinsects.
(2) Cabinets,shelves,furniture,shampoobowlsandfixturesshallbekeptcleanandfree
ofdust,dirtandhairdroppings.Arms,seatsandrestsofchairsshallbewipedof
hairdroppingsafterservingeachcustomer.
(c) SanitaryServices
(1) Nopersonaffectedwithanyinfectiousdiseaseshallbeattended.
(2) Atowelshallnotbeusedformorethanone(1)personwithoutbeingproperly
launderedbeforeeachuse.
(3) Asanitarypaperstriporcleantowelshallbeplacedcompletelyaroundtheneckof

(1) Hairbrushes,combsandallotherimplementsusedonacustomershallbekept
cleanandsanitaryatalltimesandshallundergothoroughcleansingandsanitizing
afterservingeachcustomerorsingleservicedisposableimplementsshallbeused.
(2) Cleanedandsanitizedimplementsshallbestoredinsanitarycoveredcontainers,
whichshallcontainadisinfectant,orinacleandrawer.
(3) Afterhandlingacustomeraffectedwithaneruptionorwhoseskinisbrokenoutoris
inflamedorcontainspus,theinstrumentsshallbeeffectivelycleaned,washedwith
soaporadetergentandwater,thenrinsedwithwaterhavingatemperatureofat
leastonehundredseventydegreesFahrenheit(170F)orallowedtoremainforfive
(5)minutesinalcohol{seventytoeightypercent(70%80%)}orsomeother
approveddisinfectantorsanitizingprocess.

(4) Shakertopcontainersmustbeprovidedfordispensinglotionsandpowders.
(5) Singleservicetowels,papersandothermaterialshallbedisposedofintheproper
receptacleimmediatelyafteruseandshallnotbeusedagain.
(6) Alldisposablematerialsthatcomeintocontactwithbloodand/orbodyfluidsshall
bedisposedofinsealableplasticbagspriortoplacinginthewastereceptacle.
(7)Allarticlesthatcomeintodirectcontactwiththecustomer’sskin,nails,orhairthat
cannotbeeffectivelycleanedandsanitizedshallbedisposedofinacoveredwaste
receptacleimmediatelyafteruse.Exception:orangesticks,emeryboards,buffing
squares,cosmeticspongesanddisposablenailbitsmaybekeptfortheoriginal
customerifkeptinacoveredcontainerlabeledwiththecustomer’sname.
(e) ShavingBrushes,Mugs,FingerBowls,andCredoBlades
Theuseofshavingbrushes,shavingmugsandcredobladesisprohibited.Theuseof
fingerbowlsformanicuringpurposesisallowed,butthefingerbowlmustbeproperly
cleanedandsanitizedaftereachcustomer.Disposable,singleusefingerbowlsmaybe
used.
(f) AlumandOtherAstringents
Alumorothermaterialusedtostoptheflowofbloodshallbeappliedinpowderedor
liquidformonly.
(g) NeckDusters,PowderPuffs,MakeupBrushesandSponges
Theuseofbrushneckdusters,powderpuffs,makeupbrushesandspongesisprohibited
unlesstheyaresingleusedisposableimplements.
(h) FoodsandBeverages
Foodsandbeveragesshallnotbeprepared,storedorsoldinthepermittedpremises,
exceptwithavalidfoodservicelicensefromtheDirectorofHealth.
(i) Animals,PetsorLiveBirds
Noanimals,petsorlivebirdsshallbekeptinanybarbershoporhairdressingand/or
cosmetologyshop.Thisprohibitiondoesnotapplytotrainedguidedogs(ordogsin
training)forthedisabled,sightlessorhearingimpaired.
SECTION12HYGIENEOFOPERATORS
(a)CleanlinessofOperators
Thehandsoftheoperatorshallbethoroughlywashedwithsoapandwarmwaterbefore
servingeachcustomerandimmediatelyafterusingthetoilet,oraftereating.
(b)HealthofOperators

Nopersonknowntobeaffectedwithanycommunicablediseaseinaninfectiousstage
shallengageinbarbering,hairdressingorcosmetology,andnopersonsoaffectedshallbe
employedasabarber,hairdresserorcosmetician.
(c) Operatorsshallnoteatordrinkwhileprovidingservicestoacustomer.
SECTION13SMOKINGPROHIBITED
Smokingisstrictlyprohibitedinnailsaloncustomerservicespacesandinroomswhereflammableliquidsare
stored.Nooperatorshallsmokewhileprovidingservicestoacustomer.Smokingshallnotbepermittedin
patronwaitingareas.
SECTION14PROPERATTIRE
Operatorsshallwear,whileattendinganycustomerinabarbershoporhairdressingorcosmetologyshop,
clean,washablegarmentshavingatleastonequarter(1/4)lengthsleeves.
