Services for Students with Disabilities
The Institute understands that a student’s learning disability or learning disorder/difculty is
when a student has difculty learning using a typical approach. The causes vary; however, the
causal factor is typically a disorder that affects the brain’s ability to receive and process
information. In other words, learning disabilities are neurologically based conditions that get in
the way of tting attainment, management, and use of skills and knowledge. Every effort is put
forth to ensure that students, faculty, and staff with disabilities at Carnegie Institute receive the
services and accommodations to which they are entitled. We also think that the learning
disorder can make it problematic for a person to learn as quickly or in the same way as
someone unaffected by a learning disability. People with learning disabilities have trouble
performing specic skills or completing tasks if they are left to gure things out themselves or
taught in conventional ways. The diagnosis of a learning disability in an adult requires
documentation of at least average intellectual functioning along with decits in such areas as
Auditory processing, Visual processing, Information processing speed, Abstract reasoning,
Memory (long-term, short-term, visual, auditory), Spoken and written language skills, Reading
skills, Mathematical skills, Visual-spatial skills, and Motor skills. Carnegie Institute believes that
a learning disability is not a temporary disorder. This disability type impacts how students with
average or above-average intelligence process incoming, outgoing, or both.
Prevailing accommodations for students with learning disabilities are alternative print formats,
taped lectures, notetakers, adaptive technology, course substitutions, early syllabus, exam
modications, priority registration, and study skills and strategies training. Students may be
required to submit documentation verifying the nature and extent of the disability receiving any
accommodations. In this case, the documentation must be provided to Carnegie Institute on
professional letterhead and contain the diagnosing professionals’ assessment dates, signatures,
titles, and license/certication numbers. Diagnoses and disabilities that do not have the required
information may not be used to determine eligibility for academic accommodations. An
Accommodation Request Form can be provided by the ADA Compliance Coordinator, Linda
Ingraham, Lingraham@carnegie-institute.edu.

Compliance Coordinator. Disclosure of a disability or a request for accommodation made to a
faculty or staff member besides the ADA Compliance Coordinator will not be treated as a
request for accommodation. However, if a student discloses a disability to faculty or staff
members, they must direct the student to the ADA Compliance Coordinator. The ADA
Compliance Coordinator will provide a student or applicant with an Accommodation Request
Form. Reasonable accommodation is available for students and applicants with appropriate
disability documentation. Such documentation should specify that a student has a physical or
mental impairment and how that impairment substantially limits one or more major life activities.
Generally, the supporting documentation must be dated less than three (3) years from the date
a student requests reasonable accommodation and must be completed by a qualied
professional specializing in the student’s disability, as enumerated below.

or limitations.
The Institute may request additional documentation as needed. At its discretion, the Institute
may waive the requirement for medical documentation to support accommodation requests that
relate to obvious impairments and are de minimis (unimportant) in nature. After the ADA
Compliance Coordinator receives the Request Form and the required documentation, they will
engage the student or applicant in an interactive process to determine reasonable
accommodations. If the student or applicant is denied the requested accommodation, they may
le a grievance using the Grievance Process below. They also may le a complaint with the
U.S. Department of Education’s Ofce for Civil Rights or a similar state entity. The Institute will
make appropriate arrangements to ensure disabled individuals are provided other
accommodations, if required, to participate in this grievance process. The ADA Compliance
Coordinator will be responsible for such arrangements.

CLINICAL ROTATION/ EXTERNSHIP PROGRAM
The "Clinical Rotation/ Externship Program" at Carnegie Institute is that special
period in the training program during which time candidates for graduation are assigned
to school selected medical offices, clinics and hospitals. Here, under the supervision of
the physician, the medical business or clinical staff, the student observes and performs
various procedures and participates in the day-to-day activities which will be encountered
on the job. In this working environment, the student also learns to assist in administering
to the care and well-being of patients and thus is able to closely identify with the role
she/he is expected to assume upon completion of formal training.
The Clinical/ Externship assignments for all of the programs are scheduled by the
school’s Externship/Clinical Site Supervisor at selected clinical sites and is performed
without remuneration. The following reflects the total number of clinical
hours/externship required for each program:
Medical Assistant: 160 hours
Medical Business Specialist: 80 hours
Medical Insurance Biller: 140 hours
Massage Therapist: zero hours
Cardiovascular Technologist: 750 hours
Vascular Technologist: 750 hours
Electroneurodiagnostic Technologist: 300 hours
Cardiology Technician: 186 hours
Invasive Cardiovascular Technologist: 1000 hours
Cardiac Electrophysiology Technologist: 810 hours
Pacemaker/ICD Technician: 300 hours
Clinical/ Externship assignment, therefore, is a learning experience outside the school
facilities which is an integral part of the total training offered in each allied health
program.
Eligibility is determined by the Director of Education and is based on the student's
readiness for the externship placement as evidenced by general academic and
practical ability as well as professional demeanor and attendance compliance.
Externship placement for students in core programs will occur no earlier than the middle
of the junior quarter. Externship placement for students in advanced programs will occur
as appropriate to fulfill minimum quarterly externship hour requirement. In order to earn
the assigned credits each quarter, student must complete the externship/clinical hours as
reflected in the Quarterly Schedule of Instruction found in the school catalog. Externship
for all programs is performed without remuneration.
Students with excessive absenteeism (refer to page 8a.) will be required to complete one
additional hour of externship for each hour missed.
The school requires a satisfactory evaluation of the student's externship
performance from the hospital rotation supervisor, the physician, the medical business
manager, or clinical supervisor before a student is considered eligible for a diploma.
Candidate for graduation will find externship training invaluable in making a successful
transition from student to staff professional.
